Mbi 800 milion\u00eb euro nevojiten vet\u00ebm p\u00ebr strehimin e banoreve. Ja fatura e d\u00ebmeve dhe fazat e rind\u00ebrtimit.<\/span><\/p>\n<p><span style=\"color: #000000;\">Pasojat e t\u00ebrmetit t\u00eb 26 n\u00ebntorit q\u00eb prek\u00ebn mbi 200 mij\u00eb persona pritet t\u00eb rikuperohen deri n\u00eb vitin 2024. Rind\u00ebrtimi do t\u00eb kaloj\u00eb n\u00eb tre faza. E para \u00ebsht\u00eb deri n\u00eb fund t\u00eb k\u00ebtij viti dhe parashikohet t\u00eb angazhoj\u00eb investime deri n\u00eb 545 milion\u00eb euro, ku mbi 90% e tyre do t\u00eb shkojn\u00eb p\u00ebr rind\u00ebrtimin e banesave.<\/span><\/p>\n<p><span style=\"color: #000000;\">N\u00eb afatin e mes\u00ebm, 2021 dhe 2022, jan\u00eb planifikuar p\u00ebr tu investuar edhe 499,6 milion\u00eb euro ose 46.5 % e totalit, t\u00eb cilat gjithashtu do t\u2019i sh\u00ebrbejn\u00eb nd\u00ebrtimit t\u00eb banesave, nd\u00ebrsa n\u00eb afat t\u00eb gjat\u00eb 2023-2024 do t\u00eb angazhohen edhe 61 milion\u00eb euro, shumica e t\u00eb cilave do t\u00eb p\u00ebrdoren p\u00ebr rikuperim t\u00eb infrastruktur\u00ebs publike.<\/span><\/p>\n<p><span style=\"color: #000000;\">Sipas planit zyrtar t\u00eb qeveris\u00eb p\u00ebr Rind\u00ebrtimin totali i nevojave p\u00ebr rim\u00ebk\u00ebmben pas t\u00ebrmetit k\u00ebrkon financimin e nj\u00eb shume prej 123 miliard\u00eb lek\u00ebsh, rreth 1 miliard\u00eb euro. Kjo shum\u00eb planifikohet t\u00eb financohet deri n\u00eb vitin 2025 me 300 milion\u00eb euro, ose 30% t\u00eb totalit, nga fondet buxhetore t\u00eb qeveris\u00eb shqiptare, dhe pjesa tjet\u00ebr prej 700 milion\u00eb eurosh nga donator\u00ebt dhe OJF-te t\u00eb ndryshme, q\u00eb jan\u00eb angazhuar n\u00eb k\u00ebt\u00eb proces.<\/span><\/p>\n<p><strong><span style=\"color: #000000;\">Fatura totale e d\u00ebmit<\/span><\/strong><\/p>\n<p><span style=\"color: #000000;\">Vler\u00ebsimet zbulojn\u00eb se efekti i p\u00ebrgjithsh\u00ebm i katastrof\u00ebs n\u00eb 11 bashki arriti n\u00eb 985.1 milion euro (121.21 miliard\u00eb lek\u00eb), nga t\u00eb cilat 843.9 milion\u00eb euro p\u00ebrfaq\u00ebson vler\u00ebn e aseteve t\u00eb shkat\u00ebrruara fizike dhe 141.2 milion\u00eb euro humbje indirekte.<\/span><\/p>\n<p><span style=\"color: #000000;\">Shumica e d\u00ebmeve jan\u00eb regjistruar n\u00eb sektorin e strehimit (78.5%), e ndjekur nga sektori Prodhues (8.4%) dhe sektori i Edukimit (7.5%).<\/span><\/p>\n<p><span style=\"color: #000000;\">Shumica e objekteve t\u00eb d\u00ebmtuara rreth 76.5% kishin pron\u00ebsi private dhe 23.5% publike. Sektor\u00ebt e Strehimit dhe Prodhimit jan\u00eb kryesisht infrastruktur\u00eb private, nd\u00ebrsa sektor\u00ebt e tjer\u00eb t\u00eb mbetur kryesisht jan\u00eb pron\u00eb publike.<\/span><\/p>\n<p><span style=\"color: #000000;\">N\u00eb lidhje me shp\u00ebrndarjen gjeografike t\u00eb d\u00ebmeve dhe humbjeve, bashkia e Durr\u00ebsit ishte m\u00eb e prekura me 303.8 milion euro ose 32.4% t\u00eb d\u00ebmit dhe humbjeve totale, e ndjekur nga Tirana me 284.3 milion euro ose 30% e totalit, dhe s\u00eb treti Kruja me 84.2 milion euro (1.04 miliard\u00eb lek\u00eb) ose 9%.<\/span><\/p>\n<p><span style=\"color: #000000;\">Shumica e efekteve totale t\u00eb t\u00ebrmetit raportohen n\u00eb Durr\u00ebs (31.5%) dhe n\u00eb Tiran\u00eb (30.8%) dhe n\u00eb nj\u00eb mas\u00eb shum\u00eb m\u00eb t\u00eb vog\u00ebl n\u00eb Kruj\u00eb (8.75%), Kavaj\u00eb (7.0%), Shijak (6.6%) dhe Vor\u00eb (5.1%). Pes\u00eb komunat e tjera p\u00ebrb\u00ebjn\u00eb 10% t\u00eb mbetjeve t\u00eb efekteve.<\/span><\/p>\n<p><a href=\"https:\/\/hashtag.al\/wp-content\/uploads\/2020\/02\/Capture-34-768x602.png\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-352430\" src=\"https:\/\/hashtag.al\/wp-content\/uploads\/2020\/02\/Capture-34-768x602.png\" alt=\"\" width=\"768\" height=\"602\" srcset=\"https:\/\/www.hashtag.al\/wp-content\/uploads\/2020\/02\/Capture-34-768x602.png 768w, https:\/\/www.hashtag.al\/wp-content\/uploads\/2020\/02\/Capture-34-768x602-300x235.png 300w\" sizes=\"auto, (max-width: 768px) 100vw, 768px\" \/><\/a><\/p>\n<p><strong><span style=\"color: #000000;\">D\u00ebmi sipas sektor\u00ebve, kryesojn\u00eb banesat private<\/span><\/strong><\/p>\n<p><span style=\"color: #000000;\">P\u00ebrve\u00e7 d\u00ebmeve n\u00eb banesa, t\u00ebrmeti i 26 n\u00ebntorit ka shkat\u00ebrruar objekte publike me ndikim t\u00eb lart\u00eb social si shkolla, qendra sh\u00ebndet\u00ebsore dhe objekte t\u00eb tjera publike.<\/span><\/p>\n<p><span style=\"color: #000000;\">Banesat, 11,490 duhen rind\u00ebrtuar t\u00ebr\u00ebsisht, 83,745 riparim<\/span><\/p>\n<p><span style=\"color: #000000;\">Nga vler\u00ebsimet final\u00eb 11.490 nj\u00ebsi banimi kategorizuan si plot\u00ebsisht t\u00eb shkat\u00ebrruara dhe do t\u00eb rind\u00ebrtohen nga e para. 83,745 nj\u00ebsi strehimi t\u00eb tjera u d\u00ebmtuan pjes\u00ebrisht ose leht\u00ebsisht dhe kan\u00eb nevoj\u00eb p\u00ebr riparim. N\u00eb p\u00ebrgjith\u00ebsi, 18% e nj\u00ebsive totale t\u00eb banesave jan\u00eb d\u00ebmtuar n\u00eb zonat e prekura. Humbjet e regjistruara prej 34 milion eurosh (4.17 miliard\u00eb lek\u00eb) jan\u00eb shpenzime q\u00eb lidhen vet\u00ebm me heqjen e mbeturinave, shpenzime q\u00eb mbulojn\u00eb strehimin e p\u00ebrkohsh\u00ebm (hotele dhe tenda), dhe subvencione me qira, por edhe humbje t\u00eb qiras\u00eb q\u00eb nuk jan\u00eb marr\u00eb nga pronar\u00ebt e sht\u00ebpi, nd\u00ebrsa procesi i rind\u00ebrtimit t\u00eb tyre k\u00ebrkon nj\u00eb shum\u00eb prej mbi 800 milion\u00eb eurosh.<\/span><\/p>\n<p><strong><span style=\"color: #000000;\">Arsimi, 321 objekte jan\u00eb d\u00ebmtuar<\/span><\/strong><\/p>\n<p><span style=\"color: #000000;\">N\u00eb nj\u00ebsit\u00eb vendore q\u00eb u preken nga t\u00ebrmeti jan\u00eb d\u00ebmtuar 321 institucione arsimore, t\u00eb cilat p\u00ebrfaq\u00ebsojn\u00eb 24% t\u00eb gjitha institucioneve arsimore n\u00eb k\u00ebto zona. Bashkit\u00eb e Tiran\u00ebs dhe Durr\u00ebsit kan\u00eb pjes\u00ebn m\u00eb t\u00eb lart\u00eb t\u00eb d\u00ebmeve, p\u00ebrkat\u00ebsisht me 55% dhe 21%. P\u00ebr m\u00eb tep\u00ebr, humbjet vler\u00ebsohen n\u00eb 8.76 milion euro (1.08 miliard\u00eb lek\u00eb).<\/span><\/p>\n<p><strong><span style=\"color: #000000;\">Sh\u00ebndet\u00ebsia, 8% e objekteve jan\u00eb d\u00ebmtuar<\/span><\/strong><\/p>\n<p><span style=\"color: #000000;\">N\u00eb t\u00eb gjitha zonat e prekura jan\u00eb d\u00ebmtuar 36 objekte sh\u00ebndet\u00ebsore (8% e totalit n\u00eb 11 komuna) pjes\u00ebrisht ose plot\u00ebsisht, nga t\u00eb cilat 22 jan\u00eb institucione t\u00eb kujdesit sh\u00ebndet\u00ebsor par\u00ebsor. Pati d\u00ebmtime n\u00eb tre spitale rajonal\u00eb, n\u00ebnt\u00eb spitale universitar, dy spitale komunal, dhjet\u00eb qendra sh\u00ebndet\u00ebsore dhe 12 qendra sh\u00ebndet\u00ebsore. Jan\u00eb raportuar humbje prej 1.91 milion euro (235.0 milion lek\u00eb), kryesisht t\u00eb lidhura me sh\u00ebrbimet mjek\u00ebsore falas gjat\u00eb periudh\u00ebs s\u00eb urgjenc\u00ebs.<\/span><\/p>\n<p><span style=\"color: #000000;\">Infrastruktura publike, d\u00ebme 33 milion\u00eb euro<\/span><\/p>\n<p><span style=\"color: #000000;\">Nga totali i d\u00ebmeve dhe humbjeve n\u00eb k\u00ebt\u00eb sektor, q\u00eb arrin n\u00eb 33,42 milion euro, nj\u00eb e treta ishte n\u00eb bashkin\u00eb e Durr\u00ebsit. Nd\u00ebrtesat qeveritare dhe infrastruktura e komunitetit u prek\u00ebn ve\u00e7an\u00ebrisht. Ka pasur d\u00ebme n\u00eb dy argjinaturat e lumenjve, nj\u00eb dig\u00eb, 42 objekte bashkiake, nj\u00eb burg dhe 33 objekte t\u00eb tjera publike.<\/span><\/p>\n<p><strong><span style=\"color: #000000;\">Sektori i biznesit, 714 sip\u00ebrmarrje jan\u00eb d\u00ebmtuar<\/span><\/strong><\/p>\n<p><span style=\"color: #000000;\">Bizneset e kategorizuara si \u201cSektori Produktiv\u201d num\u00ebron 714 kompani t\u00eb d\u00ebmtuara t\u00eb cilat p\u00ebrb\u00ebjn\u00eb 8% e totalit t\u00eb bizneseve n\u00eb k\u00ebto zona. Rreth 438 punonj\u00ebs n\u00eb 56 biznese prodhuese humb\u00ebn p\u00ebrkoh\u00ebsisht pun\u00ebn e tyre. Humbja e vler\u00ebsuar e t\u00eb ardhurave \u00ebsht\u00eb 1.93 milion euro (0.24 miliard\u00eb lek\u00eb). N\u00eb sektorin e turizmit ka pasur d\u00ebme n\u00eb 18 nj\u00ebsi akomodimi publike dhe private n\u00eb Durr\u00ebs, dhe n\u00eb 42 objekte bare dhe restorante kryesisht n\u00eb Durr\u00ebs. Nga t\u00eb gjitha humbjet n\u00eb turiz\u00ebm, 97% \u00ebsht\u00eb p\u00ebr shkak t\u00eb r\u00ebnies s\u00eb parashikuar t\u00eb vizitor\u00ebve t\u00eb huaj nga viti 2020 deri n\u00eb vitin 2022.<\/span><\/p>\n<p><span style=\"color: #000000;\">N\u00eb n\u00ebnsektorin e Trash\u00ebgimis\u00eb Kulturore, dy muze komb\u00ebtar dhe tre muze lokal u klasifikuan si t\u00eb pasigurt dhe jan\u00eb akoma t\u00eb mbyllura p\u00ebr publikun, nd\u00ebrsa 23 monumente dhe site shtes\u00eb u klasifikuan si rrezik t\u00eb lart\u00eb dhe 30 monumente t\u00eb tjera si rrezik mesatar.<\/span><\/p>\n<p><span style=\"color: #000000;\">D\u00ebmet n\u00eb n\u00ebnsektorin e bujq\u00ebsis\u00eb ishin t\u00eb vogla dhe lidhen me inputet dhe pajisjet bujq\u00ebsore. Pati d\u00ebmtime n\u00eb argjinaturat dhe stacionet e kullimit t\u00eb ujit n\u00eb Durr\u00ebs dhe Lezh\u00eb, si dhe n\u00eb nd\u00ebrtes\u00ebn e institutit p\u00ebr Sigurin\u00eb e Ushqimit dhe Veterinaris\u00eb.<\/span><\/p>\n<p><strong><span style=\"color: #000000;\">Objekte t\u00eb tjera publike t\u00eb d\u00ebmtuara<\/span><\/strong><\/p>\n<p><span style=\"color: #000000;\">Jan\u00eb d\u00ebmtuar 57 nd\u00ebrtesa n\u00eb administrim t\u00eb Ministris\u00eb s\u00eb Mbrojtjes, nd\u00ebr t\u00eb cilat nj\u00eb stacion zjarrfik\u00ebs, dy nd\u00ebrtesa t\u00eb Sh\u00ebrbimit Gjeologjik Shqiptar, tet\u00eb stacione monitorimi nga instituti i Gjeoshkencave, Energjis\u00eb, Ujit dhe Mjedisit q\u00eb u d\u00ebmtuan pak, gjasht\u00eb nd\u00ebrtesa nga Drejtoria e P\u00ebrgjithshme e Rezervave t\u00eb Shtetit u d\u00ebmtuan gjithashtu dhe shtat\u00eb objekte t\u00eb tjera publike duhen riparuar. D\u00ebmet n\u00eb k\u00ebto objekte u vler\u00ebsuan rreth 22 milion\u00eb euro.<\/span><\/p>\n<p><strong><span style=\"color: #000000;\">T\u00ebrmeti gjunj\u00ebzon ekonomin\u00eb, frenohet rritja ekonomike 2020-2021<\/span><\/strong><br \/>\n<span style=\"color: #000000;\">T\u00ebrmeti vler\u00ebsohet t\u00eb ket\u00eb shkaktuar efekte q\u00eb jan\u00eb ekuivalente me 6.4% t\u00eb Prodhimit t\u00eb Brendsh\u00ebm Bruto (PBB) n\u00eb d\u00ebme dhe n\u00eb 1.1% t\u00eb PBB-s\u00eb n\u00eb humbje. D\u00ebmet arrijn\u00eb n\u00eb 26.4% t\u00eb formimit t\u00eb kapitalit fiks bruto q\u00eb tregon nj\u00eb aft\u00ebsi t\u00eb kufizuar t\u00eb Shqip\u00ebris\u00eb p\u00ebr t\u00eb arritur rikuperimin e plot\u00eb brenda nj\u00eb afati t\u00eb shkurt\u00ebr dhe t\u00eb mes\u00ebm. P\u00ebr sa i p\u00ebrket humbjeve, sektor\u00ebt ekonomik\u00eb m\u00eb t\u00eb goditur ishin turizmi dhe pasurit\u00eb e paluajtshme, por d\u00ebme t\u00eb konsiderueshme u shkaktuan gjithashtu n\u00eb arsim, sh\u00ebndet\u00ebsi, infrastruktur\u00eb publike, prodhim dhe tregti dhe bujq\u00ebsi.<\/span><br \/>\n<span style=\"color: #000000;\">Rritja reale e PBB-s\u00eb gjat\u00eb vitit 2019 dhe 2020 vler\u00ebsohet t\u00eb jet\u00eb m\u00eb e ul\u00ebt. Ekonomia shqiptare parashikohet t\u00eb rritet me rreth 2.4% n\u00eb vitin 2019, dhe 3.2% n\u00eb vitin 2020 nga nj\u00eb baz\u00eb fillestare para t\u00ebrmetit q\u00eb ishte vler\u00ebsuar me rritje prej 2.9% dhe 3.5%, respektivisht.<\/span><\/p>\n<p><span style=\"color: #000000;\">T\u00ebrmeti gjithashtu pritet t\u00eb sjell\u00eb tendosje t\u00eb m\u00ebtejshme n\u00eb financat publike. Deficiti fiskal vler\u00ebsohet t\u00eb jet\u00eb m\u00eb i lart\u00eb p\u00ebr 0.7 p\u00ebr qind t\u00eb PBB-s\u00eb.<\/span><\/p>\n<p><span style=\"color: #000000;\">Deficiti tregtar dhe deficiti i llogaris\u00eb rrjedh\u00ebse pritet t\u00eb p\u00ebrkeq\u00ebsohen gjithashtu me rreth 0.2% t\u00eb PBB-s\u00eb, duke u rritur nga nj\u00eb parashikim fillestar para-t\u00ebrmeti prej 7.1% n\u00eb 7.3% t\u00eb PBB-s\u00eb n\u00eb vitin 2020.<\/span><br \/>\n<span style=\"color: #000000;\">Megjith\u00ebse aktiviteti ekonomik ka t\u00eb ngjar\u00eb t\u00eb ngadal\u00ebsohet dhe deficitet mund t\u00eb rriten m\u00eb tej si rezultat i t\u00ebrmetit, disponueshm\u00ebria e burimeve t\u00eb granteve p\u00ebr rind\u00ebrtim do t\u00eb ndihmonte n\u00eb p\u00ebrshpejtimin e rim\u00ebk\u00ebmbjes ekonomike dhe zbutjen e efekteve negative t\u00eb t\u00ebrmetit n\u00eb financat publike.<\/span><\/p>\n<p><a href=\"https:\/\/hashtag.al\/wp-content\/uploads\/2020\/02\/Capture-35-768x576.png\"><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-352429 alignleft\" src=\"https:\/\/hashtag.al\/wp-content\/uploads\/2020\/02\/Capture-35-768x576.png\" alt=\"\" width=\"768\" height=\"576\" srcset=\"https:\/\/www.hashtag.al\/wp-content\/uploads\/2020\/02\/Capture-35-768x576.png 768w, https:\/\/www.hashtag.al\/wp-content\/uploads\/2020\/02\/Capture-35-768x576-300x225.png 300w\" sizes=\"auto, (max-width: 768px) 100vw, 768px\" \/><\/a><\/p>\n<p><strong><span style=\"color: #000000;\">D\u00ebmtohet kapitali njer\u00ebzor rritet varf\u00ebria dhe s\u00ebmundjet<\/span><\/strong><\/p>\n<p><span style=\"color: #000000;\">Efektet shkak\u00ebsore t\u00eb nj\u00eb t\u00ebrmeti n\u00eb zhvillimin njer\u00ebzor dhe varf\u00ebrin\u00eb jan\u00eb t\u00eb v\u00ebshtira p\u00ebr t\u2019u vler\u00ebsuar n\u00eb pasojat e menj\u00ebhershme t\u00eb ngjarjes. P\u00ebrve\u00e7 ndikimit t\u00eb qart\u00eb dhe t\u00eb menj\u00ebhersh\u00ebm n\u00eb ata q\u00eb preken drejtp\u00ebrdrejt nga humbja ose d\u00ebmtimi i pron\u00ebs, d\u00ebmtimi dhe humbja e jet\u00ebs, shum\u00eb m\u00eb tep\u00ebr njer\u00ebz vuajn\u00eb drejtp\u00ebrdrejt dhe indirekt nga humbjet n\u00eb aktivitetin ekonomik, p\u00ebrkeq\u00ebsimi i sh\u00ebndetit (p\u00ebrfshir\u00eb sh\u00ebndetin mendor) dhe r\u00ebnien e interesit p\u00ebr arsimim.<\/span><\/p>\n<p><span style=\"color: #000000;\">Pas t\u00ebrmetit, rreth 9.2% e familjeve n\u00eb rrethet e prekura u zhvendos\u00ebn nga banesat e tyre, dhe af\u00ebr nj\u00eb e treta e 9.2% nuk \u200b\u200bishin kthyer n\u00eb fund t\u00eb dhjetorit 2019. Aft\u00ebsia e vet\u00eb-raportuar e familjeve p\u00ebr t\u00eb paguar zakonsh\u00ebm shpenzimet e nevojshme tregojn\u00eb nj\u00eb prirje n\u00eb r\u00ebnie pas t\u00ebrmetit krahasuar me para t\u00ebrmetit.<\/span><br \/>\n<span style=\"color: #000000;\">Shkalla e privimit t\u00eb materialeve ekstreme u rrit mesatarisht me 8.4 pik\u00eb p\u00ebrqindje, ose 25.4%, krahasuar me para dhe pas t\u00ebrmetit.<\/span><br \/>\n<span style=\"color: #000000;\">Midis k\u00ebtyre dy periudhave, nivelet e varf\u00ebris\u00eb subjektive n\u00eb rrethet e prekura u rrit\u00ebn me 2.3 pik\u00eb p\u00ebrqindje ose nj\u00eb ekuivalent me 26,000 njer\u00ebz (18.9%).
