tregut.<\/span><\/p>\n<p><span style=\"color: #000000;\">Burime zyrtare nga Shoqata e Shoq\u00ebrive t\u00eb Hidrokarbureve pohuan se ky projektligj \u00ebsht\u00eb nj\u00eb paradoks n\u00eb t\u00eb gjitha aspektet, q\u00eb nga kushtetutshm\u00ebria e vendosjes s\u00eb tarif\u00ebs, mungesa e analiz\u00ebs p\u00ebr raportin kosto-p\u00ebrfitime t\u00eb k\u00ebsaj nisme, p\u00ebrmbysjen e modelit t\u00eb rregulluar se si funksionon tregu sot dhe mbi t\u00eb gjitha n\u00eb koston e lart\u00eb absurde q\u00eb vler\u00ebsohet n\u00eb minimum 500 milion\u00eb euro, do t\u00eb kishte ngritja dhe menaxhimi nga nj\u00eb Agjenci e posa\u00e7me e rezervave t\u00eb karburanteve.<\/span><\/p>\n<p><span style=\"color: #000000;\">Nj\u00eb kosto kjo q\u00eb do t\u00eb transferohet direkt tek konsumatori, ashtu si\u00e7 ndodh r\u00ebndom me t\u00eb gjitha taksat apo tarifat, nd\u00ebrsa p\u00ebrfitimet q\u00eb do t\u00eb kishte ekonomia jan\u00eb inekzistente. <\/span><\/p>\n<p><span style=\"color: #000000;\">Operator\u00ebt ngren\u00eb dyshime dhe se q\u00ebllimi i k\u00ebtij drafti \u00ebsht\u00eb thjesht tu gjej\u00eb pun\u00eb qindra depozitave t\u00eb naft\u00ebs, q\u00eb sot kan\u00eb mbetur bosh p\u00ebr arsye t\u00eb mbikapacitetit dhe falimentimit t\u00eb operator\u00ebve t\u00eb naft\u00ebs n\u00eb vite.<\/span><\/p>\n<p><span style=\"color: #000000;\">Le t\u2019i marrim me rradh\u00eb:<\/span><\/p>\n<p><span style=\"color: #000000;\">Si \u00ebsht\u00eb situata sot<\/span><\/p>\n<p><span style=\"color: #000000;\">Licencimi i kompaniv\u00eb t\u00eb karburanteve sot \u00ebsht\u00eb i rregulluar me ligjin 8450 p\u00ebr p\u00ebrpunimin, transportimin dhe tregtimin e naft\u00ebs e gazit dhe n\u00ebnprodukteve t\u00eb tyre. <\/span><\/p>\n<p><span style=\"color: #000000;\">Ligji p\u00ebrcakton kushtet p\u00ebr marrjen e licenc\u00ebs dhe rregullon\u00a0 mbajtjen e rezervave t\u00eb siguris\u00eb nga vet\u00eb kompanit\u00eb, dhe si\u00e7 pohohet n\u00eb ligj, ai bazohet dhe n\u00eb direktiv\u00ebn e Parlamentit Europian dhe t\u00eb K\u00ebshillit t\u00eb Europ\u00ebs p\u00ebr mbajtjen e rezerves minimale te sigurise p\u00ebr naft\u00ebn dhe\/ose n\u00ebnproduktet e saj.<\/span><\/p>\n<p><span style=\"color: #000000;\">Kushti q\u00eb t\u00eb marr\u00ebsh licenc\u00eb \u00ebsht\u00eb q\u00eb kesh depozit\u00eb p\u00ebr mbajtjen e rezervave t\u00eb siguris\u00eb, q\u00eb fillimisht ka qen\u00eb e barabart\u00eb me 15 dit\u00eb konsum, m\u00eb pas u rrit n\u00eb 30 dit\u00eb dhe aktualisht \u00ebsht\u00eb 90 dit\u00eb kalendarike. \u201cQ\u00eb nga viti \u201993, kur \u00ebsht\u00eb liberalizuar tregu nuk ka pasur kurr\u00eb kriz\u00eb t\u00eb furnizimit me karburant, madje as n\u00eb vitin 1997\u201d, pohon Shoqata e Shoq\u00ebrive t\u00eb Hidrokarbureve.<\/span><\/p>\n<p><span style=\"color: #000000;\">K\u00ebto depozita sot mbahen me kosto pothuajse zero, sepse investimi \u00ebsht\u00eb kryer dhe operator\u00ebt kan\u00eb magazine t\u00eb lira, dhe kur kan\u00eb kontraktime dhe furnitor\u00ebt e m\u00ebdhenj e depozitojn\u00eb pa pages\u00eb.<\/span><\/p>\n<p><span style=\"color: #000000;\">Nd\u00ebrsa Ligji i ri parashikon krijimin e nj\u00eb Agjencie, q\u00eb do t\u00eb jet\u00eb p\u00ebrgjegj\u00ebse e mbajtjes dhe menaxhimit t\u00eb rezervave t\u00eb siguris\u00eb t\u00eb naft\u00ebs bruto\u00a0 dhe n\u00ebnprodukteve t\u00eb saj, e autorizuar p\u00ebr t\u00eb bler\u00eb, magazinuar, menaxhuar dhe shitur rezervat e siguris\u00eb t\u00eb naft\u00ebs bruto dhe n\u00ebnprodukteve t\u00eb saj n\u00eb Republik\u00ebn e Shqip\u00ebris\u00eb p\u00ebrfshir\u00eb dhe rezervat specifike. Sipas draftit, rezervat e siguris\u00eb krijohen dhe mbahen p\u00ebr t\u00eb siguruar furnizim t\u00eb pand\u00ebrprer\u00eb t\u00eb tregut me produkte energjetike hidrokarbure.<\/span><\/p>\n<p><span style=\"color: #000000;\">Depozitat kan\u00eb mbikapacitet, 80% e tyre sot jan\u00eb bosh<\/span><\/p>\n<p><span style=\"color: #000000;\">Rreth 10 vjet m\u00eb par\u00eb, n\u00eb kuad\u00ebr t\u00eb nj\u00eb projekti t\u00eb Parkut Energjetik, t\u00eb iniciuar nga qeveria e at\u00ebhershme Berisha, kompanit\u00eb filluan t\u00eb investonin p\u00ebr nd\u00ebrtimin e depozitave t\u00eb karburanteve n\u00eb Porto Romano, Sh\u00ebngjin, Vlor\u00eb etj. Investimet u rrit\u00ebn me shpejt\u00ebsi, duke krijuar mbikapacitete.<\/span><\/p>\n<p><span style=\"color: #000000;\">Shoqata e Shoq\u00ebrive t\u00eb Hidrokarbureve vler\u00ebson se aktualisht, kapaciteti i depozitave t\u00eb karburanteve n\u00eb Shqip\u00ebri \u00ebsht\u00eb 800-1 mln ton, i cili \u00ebsht\u00eb i mjaftuesh\u00ebm p\u00ebr t\u00eb mbuluar konsumin e m\u00eb shum\u00eb se 1 viti me naft\u00eb.<\/span><\/p>\n<p><span style=\"color: #000000;\">Aktualisht vet\u00ebm 20% e k\u00ebtyre depoztave sot \u00ebsht\u00eb n\u00eb funksion, pra \u00ebsht\u00eb e mbushur me karburante.<\/span><\/p>\n<p><span style=\"color: #000000;\">Tregtimi i karburanteve \u00ebsht\u00eb sektori me l\u00ebvizje t\u00eb m\u00ebdha, mbyllje t\u00eb kompanive, rritje apo r\u00ebnie stratosferike t\u00eb tyre brenda nj\u00eb periudhe t\u00eb shkurt\u00ebr kohore.<\/span><\/p>\n<p><span style=\"color: #000000;\">Si rrjedhoj\u00eb, nj\u00eb pjes\u00eb e madhe e depozitave ka mbetur e pap\u00ebrdorur, teksa n\u00eb vite shum\u00eb kompani kan\u00eb falimentuar apo jan\u00eb larguar nga tregu. Ta\u00e7i Oil (me depozita n\u00eb Durr\u00ebs), Bolunmez Petrol (q\u00eb kishte depozita n\u00eb Sh\u00ebngjin) dhe Gulf (Sun Petroleum Albania) tashm\u00eb jan\u00eb jo aktive.<\/span><\/p>\n<p><span style=\"color: #000000;\">Duhen minimum 500 milion\u00eb euro p\u00ebr t\u00eb krijuar rezerv\u00ebn e re t\u00eb siguris\u00eb<\/span><\/p>\n<p><span style=\"color: #000000;\">Drafti i ri parashikon q\u00eb shuma e p\u00ebrgjithshme e rezervave t\u00eb siguris\u00eb n\u00eb Republik\u00ebn e Shqip\u00ebris\u00eb duhet t\u00eb jet\u00eb t\u00eb pakt\u00ebn 90 dit\u00eb mesatare ditore t\u00eb importeve\u00a0 neto ose t\u00eb pakt\u00ebn 61 dit\u00eb t\u00eb mesatares ditore t\u00eb sasis\u00eb t\u00eb konsumit t\u00eb brendsh\u00ebm, cilado nga dy sasit\u00eb \u00ebsht\u00eb m\u00eb e madhe.<\/span><\/p>\n<p><span style=\"color: #000000;\">Shoqata e Shoq\u00ebrive t\u00eb Hidrokarbureve vler\u00ebson, bazuar n\u00eb t\u00eb dh\u00ebnat e Doganave, se n\u00eb vitin 2018, konsumi total i produkteve energjetike hidrokarbure (nafta, benzina, karburanti p\u00ebr avion\u00eb, gazi) n\u00eb vend ishte 1.6 milion\u00eb ton, apo rreth 1.85 miliard\u00eb litra. <\/span><\/p>\n<p><span style=\"color: #000000;\">Konsumi rritet mesatarisht 5% n\u00eb vit. P\u00ebr t\u00eb krijuar rezerva p\u00ebr 61 dit\u00eb (p\u00ebr rreth 310 milion\u00eb litra), kosto minimale e blerjes s\u00eb tyre do t\u00eb ishte rreth 300 milion\u00eb euro, llogarit Shoqata.<\/span><\/p>\n<p><span style=\"color: #000000;\">K\u00ebsaj i shtohet dhe kosto e magazinimit, ku alternativat jan\u00eb ose t\u00eb nd\u00ebrtohen depozitat nga e para, ose t\u00eb merren me qira ato ekzistuese. <\/span><\/p>\n<p><span style=\"color: #000000;\">Nd\u00ebrtimi p\u00ebr depozita me kapacitet rreth 200-300 mij\u00eb ton kushton mbi 200 milion\u00eb euro, nd\u00ebrsa dhe n\u00ebse do t\u00eb merrnin depozita me qira, ajo do t\u00eb kushtonte minimalisht 10 dollar\u00eb n\u00eb muaj p\u00ebr ton n\u00eb muaj.<\/span><\/p>\n<p><span style=\"color: #000000;\">Pra, vet\u00ebm blerja e naft\u00ebs dhe magazinimi i saj kan\u00eb nj\u00eb kosto prej t\u00eb pakt\u00ebn 500 milion\u00eb eurosh, q\u00eb sipas Shoqat\u00ebs \u00ebsht\u00eb absurd. K\u00ebtyre u shtohen dhe kostot e sigurimit, ato administrative, p\u00ebrdorimi i portit, shkarkimi dhe p\u00ebr m\u00eb tep\u00ebr k\u00ebt\u00eb sasi karburanti nuk e mban dot gjendje shum\u00eb se 2 vjet sepse prishet. <\/span><\/p>\n<p><span style=\"color: #000000;\">Nj\u00eb tjet\u00ebr problem \u00ebsht\u00eb se n\u00ebse \u00e7mimi bie, at\u00ebhere zhvler\u00ebsohet sasia e karburantit t\u00eb bler\u00eb me nj\u00eb \u00e7mim m\u00eb t\u00eb lart\u00eb, pasi ai nuk qarkullon.<\/span><\/p>\n<p><span style=\"color: #000000;\">I gjith\u00eb tregu i karburanteve sot qarkullon rreth 1.3-1.4 miliard\u00eb euro n\u00eb vit, sipas vler\u00ebsimeve t\u00eb Monitor bazuar n\u00eb t\u00eb ardhurat e kompanive dhe importeve vjetore t\u00eb karburanteve e gazit.<\/span><\/p>\n<p><span style=\"color: #000000;\">Pra, kosto e krijimit t\u00eb rezervave nga e para \u00ebsht\u00eb sa gati 35% e gjith\u00eb vler\u00ebs vjetore t\u00eb tregut t\u00eb produkteve energjetike hidrokarbure.<\/span><\/p>\n<ol>\n<li><span style=\"color: #000000;\">Ligji i ri parashikon q\u00eb kosto e krijimit dhe mbajtjes s\u00eb k\u00ebsaj rezerve\u00a0 do t\u00eb sigurohet nga:<\/span><\/li>\n<li><span style=\"color: #000000;\">Tarifat e krijimit dhe mbajtjes se rezerv\u00ebs se siguris\u00eb q\u00eb aplikohen mbi sasit\u00eb e produkteve energjetike hidrokarbure q\u00eb shiten n\u00eb Republik\u00ebn e Shqip\u00ebris\u00eb n\u00eb p\u00ebrputhje me nenin 11;<\/span><\/li>\n<li><span style=\"color: #000000;\">Kredi t\u00eb mundshme t\u00eb marra n\u00eb p\u00ebrputhje me legjislacionin n\u00eb fuqi;<\/span><\/li>\n<li><span style=\"color: #000000;\">T\u00eb ardhurat nga shitja e rezervave;<\/span><\/li>\n<li><span style=\"color: #000000;\">T\u00eb ardhurat nga shitja e sh\u00ebrbimeve;<\/span><\/li>\n<li><span style=\"color: #000000;\">Burime t\u00eb tjera<\/span><\/li>\n<\/ol>\n<p><span style=\"color: #000000;\">Ligji nuk specifikon se sa do t\u00eb jet\u00eb tarifa, por operator\u00ebt e tregut pohojn\u00eb se \u00e7do kosto shtes\u00eb q\u00eb ata kan\u00eb do transferohet n\u00eb \u00e7mim.<\/span><\/p>\n<p><span style=\"color: #000000;\">Aktualisht, sot nafta del n\u00eb treg me 75-77 lek\u00eb\/lit\u00ebr , n\u00ebse nuk do t\u00eb kishte asnj\u00eb taks\u00eb dhe n\u00ebse llogariten shpenzimet dhe fitimet e kompanive. <\/span><\/p>\n<p><span style=\"color: #000000;\">Ajo shitet n\u00eb tregun me pakic\u00eb me rreth 170-177 lek\u00eb, pra rreth 50-60% e \u00e7mimit t\u00eb saj jan\u00eb taksa, q\u00eb paguhen nga konsumatori. <\/span><\/p>\n<p><span style=\"color: #000000;\">N\u00eb k\u00ebto nivele, nafta n\u00eb Shqip\u00ebri \u00ebsht\u00eb nd\u00ebr 20 m\u00eb t\u00eb shtrenjtat n\u00eb bot\u00eb, sipas Global Petrol Price dhe m\u00eb e shtrenjta n\u00eb Europ\u00eb bazuar n\u00eb fuqin\u00eb bler\u00ebse, nd\u00ebrsa ka nj\u00eb\u00a0 cil\u00ebsi skandaloze, me makinat q\u00eb l\u00ebshojn\u00eb tym t\u00eb zi n\u00eb rrug\u00eb dhe nuk po merret asnj\u00eb mas\u00eb p\u00ebr t\u00eb frenuar k\u00ebt\u00eb fenomen. <\/span><\/p>\n<p><span style=\"color: #000000;\">N\u00eb vite jan\u00eb shtuar taksat e fshehta, si skanimi, rilicencimi, nd\u00ebrsa pothuajse gjith\u00eb rrug\u00ebt planifikohen t\u00eb b\u00ebhen me pages\u00eb. <\/span><\/p>\n<p><em><span style=\"color: #0000ff;\">https:\/\/www.monitor.al\/rruget-me-pagese-por-shqiptaret-paguajne-naften-me-te-shtrenjtene-europe-ne-raport-me-fuqine-blerese\/<\/span><\/em><\/p>\n<p><span style=\"color: #000000;\">P\u00ebr m\u00eb tep\u00ebr, sqaron Shoqata, Kushtetuta pengon t\u00eb v\u00ebsh taks\u00eb dhe tatime pa ligj.
