Raporti i plot\u00eb i propozimeve \u00ebsht\u00eb n\u00eb dispozicion <strong><a href=\"http:\/\/ais.al\/new\/en\/ais-proposals-on-the-draft-law-on-some-additions-and-amendments-of-the-law-on-audiovisual-media-in-the-republic-of-albania-and-law-on-electronic-communications-in-the-republic-of-albania\/?utm_source=AIS+TEAM&amp;utm_campaign=cc60e85203-EMAIL_CAMPAIGN_2019_02_13_09_36&amp;utm_medium=email&amp;utm_term=0_991b6fab1c-cc60e85203-95999905\"><span style=\"color: #0000ff;\">K\u00ebtu<\/span><\/a><\/strong>.<\/p>\n<p>Q\u00eb nga dhjetori i vitit 2018, kur Ministria e Drejt\u00ebsis\u00eb publikoi projektligjet n\u00eb fjal\u00eb, AIS (Albanian Institute of Science) u shpreh kund\u00ebr amendamenteve t\u00eb propozuara, si n\u00eb takimet publike ashtu edhe institucionalisht.<\/p>\n<p><em><strong>Shkurtimisht, AIS \/ Open Data Albania \u00ebsht\u00eb absolutisht kund\u00ebr:<\/strong><\/em><\/p>\n<ol>\n<li>Rregullimit t\u00eb \u00e7\u00ebshtjeve q\u00eb lidhen me \u2018shpifjen online\u2019 nga Ligji AMA.<\/li>\n<li>Pezullimit, Bllokimit (Censur\u00ebs) t\u00eb Portaleve pa vendim gjyq\u00ebsor (vet\u00ebm p\u00ebr t\u00eb drejt\u00ebn civile).<\/li>\n<li>Regjistrimit t\u00eb detyruesh\u00ebm t\u00eb Mediave Online me AKEP (Autoriteti p\u00ebr Sh\u00ebrbime Ekonomike dhe Postare) si nj\u00eb p\u00ebrpjekje p\u00ebr t\u00eb siguruar instrumentalizimin dhe kontrollin e shtetit. (Kjo nuk ka t\u00eb b\u00ebj\u00eb me regjistrimin e portaleve, por nj\u00eb regjist\u00ebr t\u00eb mediave online).<\/li>\n<li>S\u00eb fundi, AIS \u00ebsht\u00eb kund\u00ebr t\u00eb dy projektligjeve, t\u00eb cilat jan\u00eb jasht\u00ebzakonisht t\u00eb dob\u00ebta edhe n\u00eb aspektin e formulimit: teknik\u00ebn legjislative, sakt\u00ebsin\u00eb dhe qart\u00ebsin\u00eb e gjuh\u00ebs; afatet e propozuara, kompetencat ligjore, etj.<\/li>\n<\/ol>\n<p>Nga ana tjet\u00ebr, AIS \/ Open Data Albania \u00ebsht\u00eb n\u00eb favor t\u00eb rregullimeve ligjore t\u00eb \u00e7\u00ebshtjeve q\u00eb lidhen me shpifjen e mediave online, por vet\u00ebm n\u00ebse kjo b\u00ebhet p\u00ebrmes nj\u00eb ligji integral, duke marr\u00eb parasysh modelin e aplikuar n\u00eb Mbret\u00ebrin\u00eb e Bashkuar p\u00ebrmes \u2018ACT 2013 Defamation\u2019.<\/p>\n<p>Sa i p\u00ebrket bllokimit dhe pezullimit (censur\u00ebs) p\u00ebr arsye t\u00eb justifikuara, kjo duhet t\u00eb jet\u00eb vet\u00ebm n\u00eb diskrecionin e seksionit civil t\u00eb Gjykatave t\u00eb Rrethit Gjyq\u00ebsor.<\/p>\n<p>Rregullimi i procedurave gjyq\u00ebsore jasht\u00eb Kodit t\u00eb Procedur\u00ebs zbatohet edhe n\u00eb rastin e Ligjit p\u00ebr Masat kund\u00ebr Dhun\u00ebs n\u00eb Familje.<\/p>\n<p>Kjo \u00ebsht\u00eb, procedurat q\u00eb duke marr\u00eb parasysh rrezikun e paraqitur nga shpifja online, ende sigurojn\u00eb nj\u00eb proces t\u00eb rregullt, t\u00eb shpejt\u00eb, efektiv dhe transparent n\u00eb p\u00ebrputhje me procesin ligjor t\u00eb duhur.<\/p>\n<p>P\u00ebrve\u00e7 k\u00ebsaj, AIS ka kund\u00ebrshtuar tashm\u00eb ndryshimet e m\u00ebparshme n\u00eb rregullimin e Autoritetit t\u00eb Komunikimeve Elektronike dhe Postare n\u00eb lidhje me regjistrimin dhe administrimin e emrave t\u00eb domain-it, t\u00eb cilat paraqesin elemente mjaft kufizuese (<a href=\"http:\/\/ais.al\/new\/dorezuar-akep-dt-26-02-2018-mendime-per-dokumentin-per-keshillimin-publik-per-disa-ndryshime-ne-rregulloren-nr-2-date-21-02-2008\/\"><strong><span style=\"color: #0000ff;\">Shih k\u00ebtu<\/span><\/strong><\/a>)<\/p>\n<p>Organizata jon\u00eb, e njohur si promovuese e t\u00eb Dh\u00ebnave t\u00eb Hapura n\u00eb Shqip\u00ebri, do t\u00eb vazhdoj\u00eb t\u00eb sfidoj\u00eb k\u00ebto dy projektligje, si dhe qasjen e gabuar t\u00eb paraqitur gjat\u00eb prezantimeve n\u00eb Kuvendin e Shqip\u00ebris\u00eb.<\/p>\n<p><span style=\"color: #ff0000;\"><strong>VINI RE<\/strong><\/span>: Ky shkrim \u00ebsht\u00eb pron\u00ebsi intelektuale e <a href=\"http:\/\/ais.al\/new\/ais-report-against-the-anti-defamation-draft-package-amendments-to-the-law-on-audio-visual-media-and-law-on-electronic-communications\/\"><span style=\"color: #0000ff;\">AIS.al<\/span><\/a><\/p>\n","protected":false,"gt_translate_keys":[{"key":"rendered","format":"html"}]},"excerpt":{"rendered":"<p>Qeveria ka miratuar dhe pritet t\u00eb kaloj\u00eb n\u00eb parlament nj\u00eb projekligj q\u00eb synon kontrollin e mediave online.
