Referendume popullore, lokale dhe komb\u00ebtare, q\u00eb populli t\u00eb ket\u00eb gjithmon\u00eb lev\u00ebn p\u00ebr t\u2019ju mbivendosur \u00e7do politikani q\u00eb humbet arsyen, referendume p\u00ebr gjith\u00e7ka q\u00eb kan\u00eb t\u00eb b\u00ebjn\u00eb me sh\u00ebndetin, sigurin\u00eb. K\u00ebto jan\u00eb disa nga propozimet.
