Bashkit\u00eb rrit\u00ebn t\u00eb ardhurat nga taksat vendore me 19% gjat\u00eb 2018-s, por performanca e shpenzimeve u p\u00ebrkeq\u00ebsua nga fryrja pa kriter e administrat\u00ebs, kurse shpenzimet p\u00ebr investime p\u00ebsuan r\u00ebnie drastike.<\/span><\/p>\n<p><span style=\"color: #000000;\">N\u00eb maj t\u00eb vitit 2016, gjykata e d\u00ebnoi me arrest me burg ish-kryebashkiakun e Kuk\u00ebsit, me akuz\u00ebn se kishte shp\u00ebrdoruar rreth 45 milion\u00eb lek\u00eb nga fondet e kontributeve t\u00eb sigurimeve shoq\u00ebrore p\u00ebr t\u00eb sponsorizuar ekipin e futbollit t\u00eb qytetit. Sot, pothuajse t\u00eb gjitha nj\u00ebsit\u00eb e pushtetit vendor, ish-komunat dhe t\u00eb gjitha bashkit\u00eb vijojn\u00eb t\u00eb ndjekin t\u00eb nj\u00ebjt\u00ebn praktik\u00eb, duke mos i paguar sigurimet shoq\u00ebrore, t\u00eb cilat n\u00eb hierarkin\u00eb e shpenzimeve jan\u00eb t\u00eb parat q\u00eb duhet t\u00eb paguhen si nj\u00eb detyrim q\u00eb rrjedh nga ligji.<\/span><\/p>\n<p><span style=\"color: #000000;\">N\u00ebp\u00ebrmjet nj\u00eb k\u00ebrkes\u00eb p\u00ebr t\u00eb drejt\u00eb informimi, Drejtoria e P\u00ebrgjithshme e Tatimeve vuri n\u00eb dispozicion p\u00ebr Monitor, nj\u00eb list\u00eb, ku t\u00eb gjitha bashkit\u00eb dhe ish komunat rezultojn\u00eb me detyrime tatimore, kryesisht p\u00ebr sigurimet shoq\u00ebrore t\u00eb papaguara. N\u00eb fund t\u00eb vitit 2018 borxhet e papaguara t\u00eb sigurimeve shoq\u00ebrore arrit\u00ebn n\u00eb 14 miliard\u00eb lek\u00eb ose 110 milion\u00eb euro, dhe nj\u00eb pjes\u00eb e konsiderueshme e tij i p\u00ebrket pushtetit vendor. Tatimet nuk e raportuan ve\u00e7mas borxhin e krijuar nga vendoret duke e konsideruar si t\u00eb dh\u00ebn\u00eb konfindenciale, duke referuar ligjin p\u00ebr procedurat tatimore. (shiko tabel\u00ebn lista e Bashkive debitor\u00eb).<\/span><\/p>\n<p><span style=\"color: #000000;\">Drejtoria e P\u00ebrgjithshme e Tatimeve aktualisht ka v\u00ebn\u00eb mas\u00ebn e ekzekutimit me forc\u00eb t\u00eb detyrimeve tatimore t\u00eb papaguara p\u00ebr bashkit\u00eb e Libohov\u00ebs, Memaliajt, P\u00ebrmetit, Tepelen\u00ebs, Pustecit, Sukthit, Himar\u00ebs, Poli\u00e7anit, Fush\u00eb-Kruj\u00ebs, Kruj\u00ebs, Kavaj\u00ebs, Rrogozhin\u00ebs dhe Divjak\u00ebs, por debitor\u00eb n\u00eb tatime jan\u00eb t\u00eb gjitha bashkit\u00eb e vendit. Burimet zyrtare n\u00eb DPT pohuan se borxhi i bashkive dhe komunave p\u00ebrb\u00ebhet nga sigurimet shoq\u00ebrore t\u00eb papaguara.<\/span><\/p>\n<p><span style=\"color: #000000;\">N\u00eb k\u00ebndv\u00ebshtrimin ligjor, Tatimet duhet t\u00eb veprojn\u00eb p\u00ebr bashkit\u00eb nj\u00ebsoj si p\u00ebr bizneset, duke iu konfiskuar llogarit\u00eb bankare dhe duke iu shitur sendet me vler\u00eb p\u00ebr t\u00eb mbuluar detyrimet, por n\u00eb praktik\u00eb, kjo nuk ndodh. \u201cN\u00ebse nj\u00eb bashki nuk paguan dot sigurimet shoq\u00ebrore, p\u00ebr ekspert\u00ebt e financave kan\u00eb r\u00ebn\u00eb kambanat se ajo bashki rrezikon faliment real\u201d, pohon ekonomisti i njohur, Arben Malaj, ish Minist\u00ebr i Financave. Sipas tij, n\u00eb nj\u00eb demokraci funksionale dhe n\u00eb nj\u00eb shtet ligjor, bashkit\u00eb, ashtu si\u00e7 \u00e7do nj\u00ebsi tjet\u00ebr e qeverisjes s\u00eb vendit, duhet t\u00eb p\u00ebrballen me riskun e falimentimit.\u00a0<a style=\"color: #000000;\" href=\"https:\/\/www.monitor.al\/malaj-qeveria-qendrore-duhet-te-bleje-borxhin-e-bashkive\/\">https:\/\/\u00eb\u00eb\u00eb.monitor.al\/malaj-qeveria-qendrore-duhet-te-bleje-borxhin-e-bashkive\/<\/a><\/span><\/p>\n<p><span style=\"color: #000000;\">Beqir Nuredini, kryetari i Bashkis\u00eb s\u00eb Rrogozhin\u00ebs tha se, shkak p\u00ebr gjendjen financiare ishte bllokimi i parakohsh\u00ebm i pagesave nga thesari i qeveris\u00eb qendrore vitin e kaluar. Gjat\u00eb vitit 2018, pagesat nga thesari ndaj pushtetit vendor u bllokuan q\u00eb n\u00eb muajin n\u00ebntor, kur afati n\u00eb vitet e kaluara ishte 15 dhjetor, teksa \u00e7elja e buxhetit t\u00eb ri u krye von\u00eb n\u00eb janar. Bllokimi i veprimeve me thesarin p\u00ebr nj\u00eb periudh\u00eb m\u00eb shum\u00eb se dymujore, krijoi borxhe t\u00eb prapambetura, tha zoti Nuredini, i cili shpjegoi se shlyerjet jan\u00eb duke u b\u00ebr\u00eb.<\/span><\/p>\n<p><span style=\"color: #000000;\">Drejtori ekzekutiv i Shoqat\u00ebs s\u00eb Bashkive, Agron Haxhimali, shpjegoi se mospagesa e sigurimeve shoq\u00ebrore nga bashkit\u00eb \u00ebsht\u00eb e patolerueshme. Ai tha se planifikimi i nj\u00eb buxheti t\u00eb nj\u00eb institucioni publik, si\u00e7 \u00ebsht\u00eb dhe bashkia, b\u00ebhet bazuar n\u00eb rregulla dhe ligje, dhe qart\u00ebsisht planifikimi i shpenzimeve fillon me paga dhe sigurime shoq\u00ebrore q\u00eb jan\u00eb t\u00eb pandara.<\/span><\/p>\n<p><span style=\"color: #000000;\">\u201cNuk b\u00ebhet pagesa e pag\u00ebs pa b\u00ebr\u00eb pages\u00ebn p\u00ebr sigurime shoq\u00ebrore sipas p\u00ebrqindjes q\u00eb cakton ligji. Zyrat e financave n\u00eb bashki, k\u00ebshilli bashkiak dhe audit\u00ebt e brendsh\u00ebm duhet marrin p\u00ebrgjegj\u00ebsit\u00eb\u201d, shtoi zoti Haxhimali. Por teksa decentralizimi fiskal \u00ebsht\u00eb rritur pas reform\u00ebs territoriale, buxhetimi dhe auditimi i brendsh\u00ebm n\u00eb strukturat e pushtetit vendor ka mang\u00ebsi t\u00eb theksuar n\u00eb disa raste, sipas nj\u00eb analize t\u00eb Programit t\u00eb Kombeve t\u00eb Bashkuara (PNUD). Ministria e Financave, nga ana e saj, pohon se strukturat e pushtetit vendor shpesh nuk jan\u00eb korrekte p\u00ebr sjelljen e list\u00eb-pagesave n\u00eb Thesar dhe abuzojn\u00eb me udh\u00ebzimet q\u00eb kan\u00eb t\u00eb b\u00ebjn\u00eb me pagesat nga Thesari.<\/span><\/p>\n<p><strong><span style=\"color: #000000;\">Bashkit\u00eb n\u00eb \u201cfaliment\u201d, nga fryrja e strukturave<\/span><\/strong><\/p>\n<p><span style=\"color: #000000;\">N\u00eb shumic\u00ebn e qyteteve kryesore, bashkia \u00ebsht\u00eb pun\u00ebdh\u00ebn\u00ebsi m\u00eb i madh. Mungesa e ekonomis\u00eb s\u00eb shkall\u00ebs, largimi masiv i popullis\u00eb e ka v\u00ebn\u00eb n\u00eb v\u00ebshtir\u00ebsi sektorin privat p\u00ebr t\u2019u zhvilluar me ritme t\u00eb q\u00ebndrueshme, teksa sektori publik dhe pushteti lokal jan\u00eb pun\u00ebdh\u00ebn\u00ebsit kryesor\u00eb. Kur u b\u00eb reforma territoriale n\u00eb vitin 2015, analizat paraprake nga Ministria e Financave parashikonin q\u00eb t\u00eb kurseheshin mbi 60 milion\u00eb euro nga shkurtimi i administrat\u00ebs s\u00eb komunave.<\/span><\/p>\n<p><span style=\"color: #000000;\">Sipas t\u00eb dh\u00ebnave nga Shoqata e Bashkive, pushteti vendor kishte t\u00eb pun\u00ebsuar m\u00eb 2018 rreth 33,500 punonj\u00ebs nga 22,000 n\u00eb vitin 2015, ose 11 mij\u00eb e 500 punonj\u00ebs m\u00eb shum\u00eb. Nga transferimi i funksioneve t\u00eb reja nuk jan\u00eb m\u00eb shum\u00eb se 10 mij\u00eb punonj\u00ebs. Edhe pa transferimin e funksioneve t\u00eb reja (arsimi parashkollor, administrimi i pyjeve, mir\u00ebmbajtja, sh\u00ebrbimi i mbrojtjes nga zjarri etj.) administrata e bashkive \u00ebsht\u00eb m\u00eb e fryr\u00eb se para reform\u00ebs.<\/span><\/p>\n<p><span style=\"color: #000000;\">P\u00ebr k\u00ebt\u00eb arsye, bashkit\u00eb n\u00eb t\u00eb gjith\u00eb vendin kan\u00eb d\u00ebshtuar t\u00eb paguajn\u00eb sigurimet shoq\u00ebrore p\u00ebr punonj\u00ebsit. P\u00ebr shkak t\u00eb k\u00ebsaj situate, kriza n\u00eb disa bashki mund t\u00eb p\u00ebrshkruhet si faliment, pasi tatimet kan\u00eb nisur procedurat e sekuestros n\u00eb disa prej tyre. Problemet financiare t\u00eb pushtetit vendor n\u00eb disa raste kan\u00eb p\u00ebrkeq\u00ebsuar nga pushteti qendror, i cili ka transferuar funksionet e administrat\u00ebs, por jo t\u00eb gjitha fondet p\u00ebr administrimin e tyre.<\/span><\/p>\n<p><span style=\"color: #000000;\">Sipas nj\u00eb Raporti t\u00eb Kontrollit t\u00eb Lart\u00eb t\u00eb Shtetit transferimi i funksioneve ka krijuar nj\u00eb problematik\u00eb shtes\u00eb n\u00eb administrimin financiar t\u00eb bashkive. N\u00eb nivel komb\u00ebtar q\u00eb nga viti 2017, gati 7,300 edukator\u00eb dhe staf mb\u00ebshtet\u00ebs q\u00eb punojn\u00eb n\u00eb institucionet e arsimit parashkollor dhe para-universitar menaxhohen nga bashkit\u00eb. N\u00eb vitin 2016, Bashkis\u00eb Shkod\u00ebr i \u00ebsht\u00eb transferuar funksioni i administrimit t\u00eb fondit p\u00ebr arsimin parauniversitar.<\/span><\/p>\n<p><span style=\"color: #000000;\">N\u00eb transfert\u00ebn specifike t\u00eb vitit 2016 jan\u00eb akorduar fondet p\u00ebr personelin edukativ dhe ndihm\u00ebs t\u00eb arsimit parashkollor, si dhe fondet p\u00ebr personelin ndihm\u00ebs t\u00eb arsimit parauniversitar. N\u00eb k\u00ebt\u00eb transfert\u00eb p\u00ebr Bashkin\u00eb e Shkodr\u00ebs nuk ishin p\u00ebrfshir\u00eb fondet p\u00ebr paga dhe sigurime shoq\u00ebrore (jo n\u00eb vler\u00ebn e plot\u00eb t\u00eb k\u00ebrkuar p\u00ebr t\u2019u transferuar) t\u00eb personelit (punonj\u00ebs dhe edukator) dhe shpenzimet operative p\u00ebr konviktet.<\/span><\/p>\n<p><span style=\"color: #000000;\">Nj\u00eb situat\u00eb e ngjashme jan\u00eb edhe bashkit\u00eb e tjera, t\u00eb cilat n\u00eb munges\u00eb t\u00eb zgjidhjeve, nuk kan\u00eb mundur t\u00eb p\u00ebrmbushin detyrimet tatimore n\u00eb lidhje me sigurimet shoq\u00ebrore, duke i v\u00ebn\u00eb ato teorikisht n\u00eb situat\u00eb falimenti.<\/span><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-298030\" src=\"https:\/\/hashtag.al\/wp-content\/uploads\/2019\/05\/tabela-bashkive.jpg\" alt=\"\" width=\"650\" height=\"870\" srcset=\"https:\/\/www.hashtag.al\/wp-content\/uploads\/2019\/05\/tabela-bashkive.jpg 650w, https:\/\/www.hashtag.al\/wp-content\/uploads\/2019\/05\/tabela-bashkive-224x300.jpg 224w\" sizes=\"auto, (max-width: 650px) 100vw, 650px\" \/><\/p>\n<p><strong><span style=\"color: #000000;\">Numri i bashkive q\u00eb nuk paguajn\u00eb sigurimet u shtua pas reform\u00ebs<\/span><\/strong><\/p>\n<p><span style=\"color: #000000;\">Sipas nj\u00eb list\u00eb zyrtare t\u00eb Drejtoris\u00eb s\u00eb P\u00ebrgjithshme t\u00eb Tatimeve q\u00eb u sigurua n\u00ebp\u00ebrmjet t\u00eb drejt\u00ebs p\u00ebr informim, t\u00eb gjitha bashkit\u00eb jan\u00eb debitor\u00eb p\u00ebr mospages\u00eb sigurimesh. Lista \u00ebsht\u00eb zgjeruar m\u00eb tej pas reform\u00ebs territoriale. Mir\u00ebpo lista e tatimeve p\u00ebrfshin aktualisht mbi qindra ente dhe institucione shtet\u00ebrore q\u00eb nuk i kan\u00eb paguar sigurimet p\u00ebr punonj\u00ebsit.<\/span><\/p>\n<p><span style=\"color: #000000;\">N\u00eb list\u00ebn e institucioneve, debitor\u00eb jan\u00eb shum\u00eb nd\u00ebrmarrje shtet\u00ebrore t\u00eb uj\u00ebsjell\u00ebsit q\u00eb nuk i kan\u00eb b\u00ebr\u00eb pagesat e sigurimeve.<\/span><br \/>\n<span style=\"color: #000000;\">N\u00ebse nj\u00eb biznes \u00ebsht\u00eb n\u00eb v\u00ebshtir\u00ebsi p\u00ebr pagesat e detyrimeve tatimore, t\u00eb parat n\u00eb radh\u00eb q\u00eb duhet t\u00eb paguhen jan\u00eb sigurimet. Kjo vlen edhe p\u00ebr institucionet shtet\u00ebrore. Sipas ligjit p\u00ebr procedurat tatimore, pagesat e kontributeve t\u00eb sigurimeve dhe t\u00eb detyrimeve tatimore b\u00ebhen sipas k\u00ebsaj radhe:<\/span><br \/>\n<span style=\"color: #000000;\">a) kontributet e detyrueshme t\u00eb sigurimeve sh\u00ebndet\u00ebsore;<\/span><\/p>\n<ol>\n<li><span style=\"color: #000000;\">b) kontributet e detyrueshme t\u00eb sigurimeve shoq\u00ebrore t\u00eb pun\u00ebmarr\u00ebsit;<\/span><\/li>\n<li><span style=\"color: #000000;\">c) kontributet e detyrueshme suplementare t\u00eb sigurimeve shoq\u00ebrore;<\/span><\/li>\n<\/ol>\n<p><span style=\"color: #000000;\">\u00e7) kontributet e detyrueshme t\u00eb sigurimeve shoq\u00ebrore t\u00eb pun\u00ebdh\u00ebn\u00ebsit;<\/span><\/p>\n<ol>\n<li><span style=\"color: #000000;\">d) tatimet;<\/span><\/li>\n<li><span style=\"color: #000000;\">dh) kamat\u00ebvonesat,<\/span><\/li>\n<li><span style=\"color: #000000;\">e) gjobat dhe n\u00eb fund, kostot administrative.<\/span><\/li>\n<\/ol>\n<p><span style=\"color: #000000;\">Edhe kur detyrimet ark\u00ebtohen me forc\u00eb, pasi t\u00eb ken\u00eb p\u00ebrfunduar seancat gjyq\u00ebsore, t\u00eb parat q\u00eb shlyhen jan\u00eb detyrimet e sigurimeve.<\/span><br \/>\n<span style=\"color: #000000;\">Por n\u00eb rastin e shtetit, kjo radh\u00eb nuk funksionon, pasi ndaj nd\u00ebrmarrjeve t\u00eb uj\u00ebsjell\u00ebsit, bashkive dhe agjencive rajonale nuk \u00ebsht\u00eb marr\u00eb asnj\u00eb mas\u00eb paralizuese apo bllokuese, edhe pse nuk i kan\u00eb paguar sigurimet. Ekspertet e ISSH k\u00ebshillojn\u00eb se t\u00eb gjith\u00eb punonj\u00ebsit e shtetit duhet t\u00eb verifikojn\u00eb n\u00eb m\u00ebnyr\u00eb rutin\u00eb n\u00ebse institucioni i tyre \u00ebsht\u00eb duke i derdhur n\u00eb t\u00eb v\u00ebrtet\u00eb sigurimet q\u00eb po i ndalon nga paga. P\u00ebr gjasht\u00eb vitet e fundit, k\u00ebto verifikime mund t\u00eb b\u00ebhen online n\u00eb portalin e E-Albania. Ata k\u00ebshillojn\u00eb q\u00eb, k\u00ebto verifikime duhet t\u00eb b\u00ebhen me patjet\u00ebr nga punonj\u00ebsit n\u00eb prag pensioni n\u00eb m\u00ebnyr\u00eb q\u00eb ato t\u00eb zgjidhin problemin e krijuar, duke qen\u00eb ende n\u00eb pun\u00eb.<\/span><\/p>\n<p><span style=\"color: #000000;\">N\u00eb fund t\u00eb vitit 2018, borxhet e akumuluara n\u00eb tatime n\u00eb form\u00ebn e sigurimeve shoq\u00ebrore t\u00eb papaguara arrit\u00ebn n\u00eb 13.8 miliard\u00eb lek\u00eb, ose 108 milion\u00eb euro. Sipas t\u00eb dh\u00ebnave zyrtare nga tatimet, k\u00ebto detyrime u zgjeruan me 20 milion\u00eb euro gjat\u00eb 2018-s ose me 18%.<\/span><br \/>\n<span style=\"color: #000000;\">Burimet nga tatimet pohuan se nj\u00eb pjes\u00eb e madhe e k\u00ebtyre detyrimeve u p\u00ebrkasin enteve publike dhe pushtetit lokal, pasi p\u00ebr bizneset private jan\u00eb marr\u00eb masa shtr\u00ebnguese. N\u00ebse bizneset nuk paguajn\u00eb n\u00eb koh\u00eb detyrimet p\u00ebr punonj\u00ebsit, llogarit\u00eb bankare t\u00eb tyre bllokohen. P\u00ebr institucionet shtet\u00ebrore, puna ndryshon. Llogarit\u00eb bankare t\u00eb nd\u00ebrmarrjeve t\u00eb uj\u00ebsjell\u00ebsit \u00ebsht\u00eb v\u00ebshtir\u00eb t\u00eb bllokohen p\u00ebr shkak t\u00eb funksionit strategjik q\u00eb kan\u00eb n\u00eb sh\u00ebrbimet ndaj publikut.<\/span><\/p>\n<p><span style=\"color: #000000;\">Toleranca ndaj enteve t\u00eb shtetit \u00ebsht\u00eb \u201czyrtarizuar\u201d, pasi shteti presupozohet q\u00eb t\u00eb shlyej\u00eb detyrimet n\u00eb nj\u00eb moment t\u00eb dyt\u00eb, pasi ka krijuar borxhin. Ekspert\u00eb t\u00eb ISSH pohojn\u00eb se ndryshe nga detyrimet e tjera q\u00eb shtetit mund t\u2019i krijohen nga mospagesa e taksave t\u00eb tjera, efektet negative q\u00eb ka borxhi i sigurimeve shoq\u00ebrore jan\u00eb t\u00eb shum\u00ebfishta.
