N\u00eb shkurt 2017-n, ndodhi nj\u00eb tjet\u00ebr grabitje n\u00eb Qaf\u00eb Kashar, ku s\u00ebrish ishin objektiv mjetet q\u00eb transportonin parat\u00eb n\u00eb aeroport.\u00a0 P\u00ebr t\u00eb mb\u00ebrritur n\u00eb ngjarjen e pest\u00eb, dit\u00ebn e djeshme, ku krimi arriti kulmin dhe parat\u00eb u grabit\u00ebn nga barku i avionit, q\u00eb ishte gati p\u00ebr t\u2019u nisur drejt Vjen\u00ebs.<\/span><\/p>\n<p><span style=\"color: #000000;\">Ekspert\u00ebt e siguris\u00eb bankare than\u00eb p\u00ebr Monitor se krimi n\u00eb Rinas i ka ezaruruar t\u00eb gjitha fazat gjeografike, ka filluar n\u00eb qytet, ka vazhduar n\u00eb Qaf\u00ebn e Kasharit, n\u00eb ambientet e aeroportit dhe s\u00eb fundmi edhe brenda avionit. Gj\u00ebja e vetme q\u00eb ka mbetur t\u00eb shpresohet \u00ebsht\u00eb q\u00eb ndonj\u00eb dit\u00eb t\u00eb mos merret avioni peng me pasagjer\u00eb brenda!<\/span><\/p>\n<p><span style=\"color: #000000;\">Ekspert\u00ebt shpjegojn\u00eb disa nga arsyet se pse grabit\u00ebsit arrijn\u00eb me kaq leht\u00ebsi t\u00eb vjedhin valut\u00ebn q\u00eb bankat transportojn\u00eb jasht\u00eb vendit me q\u00ebllim investimin e parave t\u00eb lira n\u00eb bankat e huaja.<\/span><\/p>\n<p><span style=\"color: #000000;\">S\u00eb pari, nga nj\u00eb ngjarje n\u00eb tjetr\u00ebn nuk ka pasur shtim t\u00eb masave t\u00eb siguris\u00eb dhe\u00a0 kjo e inkurajon krimin t\u00eb veproj\u00eb m\u00eb tej.<\/span><\/p>\n<p><span style=\"color: #000000;\">S\u00eb dyti, zbatimi i udh\u00ebzimeve t\u00eb ministrave t\u00eb brendsh\u00ebm, fillimisht ai num\u00ebr 308 i miratuar n\u00eb maj 2017 dhe udh\u00ebzimi i ri n\u00eb mars 2018, q\u00eb disiplinojn\u00eb l\u00ebvizjen e mjeteve t\u00eb transportit t\u00eb parave n\u00eb Rinas, nuk jan\u00eb zbatuar me korrekt\u00ebsi, nd\u00ebrsa ka pasur mungesa ose trajnim t\u00eb pamjaftuesh\u00ebm t\u00eb punonj\u00ebsve t\u00eb Sh\u00ebrbimit Privat t\u00eb Siguris\u00eb Fizike (SHPSF-ve) q\u00eb kyejn\u00eb k\u00ebt\u00eb proces (kjo gjithsesi nuk lidhet me dit\u00ebn e djeshme, ku grabitja ndodhi brenda n\u00eb avion).<\/span><\/p>\n<p><span style=\"color: #000000;\">N\u00eb rastin e fundit, skenari ishte ndryshe nga grabitjet e tjera. Pasi jan\u00eb l\u00ebn\u00eb parat\u00eb brenda n\u00eb aeroport, shoq\u00ebrit\u00eb e sigurimit fizik jan\u00eb larguar dhe vlerat jan\u00eb futur n\u00eb barkun e avionit dhe grabit\u00ebsit i kan\u00eb marr\u00eb n\u00eb procesin e fundit. Pra \u00ebsht\u00eb siguria brenda aeroportit q\u00eb ka ceduar, duke filluar nga masat n\u00eb kargo, dogan\u00eb, e aeroport, policia private e aeroportit dhe policia e shtetit, n\u00eb nj\u00eb rast q\u00eb ekspert\u00ebt e siguris\u00eb fizike e cil\u00ebsojn\u00eb si skandaloz.<\/span><\/p>\n<p><span style=\"color: #000000;\">Grabitja ishte e mir\u00ebmenduar, pasi \u00ebsht\u00eb studiuar momenti i fundit, si dhe jan\u00eb p\u00ebrdorur kamuflazhe t\u00eb Policis\u00eb Tatimore p\u00ebr t\u00eb humbur gjurm\u00ebn p\u00ebr t\u00eb mos t\u00ebrhequr v\u00ebmendjen.<\/span><\/p>\n<p><span style=\"color: #000000;\">Ekspert\u00ebt e siguris\u00eb pohojn\u00eb se duhet t\u00eb ngrihet task forc\u00eb p\u00ebr t\u00eb verifikuar ngjarjen dhe element e p\u00ebrgjegj\u00ebsit q\u00eb kan\u00eb \u00e7uar n\u00eb cedimin e siguris\u00eb s\u00eb nj\u00eb prej institucioneve m\u00eb strategjike n\u00eb vend.
