Jan Kees Martijn, shefi i Misionit t\u00eb FMN-s\u00eb p\u00ebr Shqip\u00ebrin\u00eb<\/strong><\/p>\n<p>Fondi Monetar Nd\u00ebrkomb\u00ebtar (FMN) pret q\u00eb ekonomia shqiptare t\u00eb rritet me 3.7% n\u00eb vitin 2019, duke ngadal\u00ebsuar ritmet n\u00eb raport me vitin e m\u00ebparsh\u00ebm, p\u00ebr shkak t\u00eb prodhimit m\u00eb t\u00eb ul\u00ebt t\u00eb energjis\u00eb.<\/p>\n<p>Z. Jan Kees Martijn, shefi i Misionit t\u00eb FMN-s\u00eb p\u00ebr Shqip\u00ebrin\u00eb, n\u00eb nj\u00eb intervist\u00eb t\u00eb par\u00ebn p\u00ebr mediat, pas marrjes s\u00eb detyr\u00ebs n\u00eb Shqip\u00ebri, t\u00ebrheq v\u00ebmendjen edhe p\u00ebr projektet e Partneritetit Publik-Privat (PPP). Ai paralajm\u00ebron q\u00eb kostot fiskale aktuale t\u00eb PPP-ve mund t\u00eb jen\u00eb shum\u00eb m\u00eb t\u00eb larta se sa pritej dhe p\u00ebrs\u00ebrit k\u00ebrkes\u00ebn q\u00eb t\u00eb ndalet pranimi i propozimeve PPP t\u00eb pak\u00ebrkuara n\u00eb t\u00eb gjith\u00eb sektor\u00ebt.<\/p>\n<p><strong>Si e vler\u00ebsoni ecurin\u00eb e ekonomis\u00eb shqiptare n\u00eb vitin 2018?<\/strong><\/p>\n<p>Momenti i rritjes s\u00eb Shqip\u00ebris\u00eb mbetet i fort\u00eb n\u00eb 2018, pasi tendenca kishte qen\u00eb n\u00eb zgjerim vitet e fundit. Nd\u00ebrsa rritja vijoi pothuajse n\u00eb t\u00eb gjith\u00eb sektor\u00ebt, nxitja e p\u00ebrkohshme nga prodhimi i energjis\u00eb, p\u00ebr shkak t\u00eb kushteve t\u00eb favorshme t\u00eb motit, ka qen\u00eb burimi kryesor i saj. Ne presim q\u00eb kjo do t\u00eb nxis\u00eb rritjen n\u00eb 4% n\u00eb vitin 2018.<\/p>\n<p><strong>Cili \u00ebsht\u00eb parashikimi juaj p\u00ebr ekonomin\u00eb shqiptare n\u00eb 2019-n. Cil\u00ebt jan\u00eb faktor\u00ebt (t\u00eb brendsh\u00ebm dhe t\u00eb jasht\u00ebm) q\u00eb mund t\u00eb ndikojn\u00eb pozitivisht dhe negativisht ecurin\u00eb e ekonomis\u00eb shqiptare?<\/strong><\/p>\n<p>Ne presim q\u00eb rritja n\u00eb vitin 2019 t\u00eb jet\u00eb rreth 3.7%; pak m\u00eb e ul\u00ebt sesa n\u00eb vitin 2018, pasi vler\u00ebsojm\u00eb q\u00eb prodhimi i energjis\u00eb do t\u00eb kthehet n\u00eb nivelet normale. N\u00eb afatin e mes\u00ebm, ne presim q\u00eb rritja t\u00eb q\u00ebndroj\u00eb af\u00ebr 4%, e mb\u00ebshtetur nga eksportet e forta, p\u00ebrfshir\u00eb turizmin dhe investimet n\u00eb infrastruktur\u00eb. Shqip\u00ebria \u00ebsht\u00eb shum\u00eb e ekspozuar ndaj rreziqeve t\u00eb shtuara q\u00eb rritja n\u00eb Europ\u00eb do t\u00eb bjer\u00eb, p\u00ebrfshir\u00eb partner\u00ebt e saj tregtar\u00eb, si p.sh., Italia. R\u00ebnia n\u00eb k\u00ebto vende do t\u00eb p\u00ebrhapej n\u00eb Shqip\u00ebri dhe do t\u00eb reduktonte rritjen, n\u00ebp\u00ebrmjet eksporteve m\u00eb t\u00eb ul\u00ebta, remitancave dhe Investimeve t\u00eb Huaja Direkte (IHD).<\/p>\n<p>P\u00ebr m\u00eb tep\u00ebr, shtr\u00ebngimi i pritsh\u00ebm i kushteve globale financiare, q\u00eb implikojn\u00eb q\u00eb normat e interesit do t\u00eb jen\u00eb t\u00eb larta, do t\u00eb rriste koston e financimit t\u00eb Shqip\u00ebris\u00eb. Gjithashtu ka dhe rreziqe dometh\u00ebn\u00ebse t\u00eb brendshme. Mbajtja e ritmit t\u00eb reformave strukturore do t\u00eb jet\u00eb e r\u00ebnd\u00ebsishme; n\u00ebse progresi do t\u00eb ishte i pamjaftuesh\u00ebm, do t\u00eb ndikonte besimin e tregjeve dhe do t\u00eb shtynte procesin e konvergjenc\u00ebs me Bashkimin Europian. Edhe that\u00ebsira do t\u00eb ndikonte prodhimin e energjis\u00eb, duke krijuar kosto m\u00eb t\u00eb larta p\u00ebr buxhetin.<\/p>\n<p><strong>Dy investime t\u00eb m\u00ebdha, TAP dhe Devolly Hydropower jan\u00eb drejt fundit. \u00c7far\u00eb duhet t\u00eb b\u00ebj\u00eb qeveria p\u00ebr t\u00eb t\u00ebrhequr investime t\u00eb tjera dhe n\u00eb cil\u00ebt sektor\u00eb?<\/strong><\/p>\n<p>Klima e biznesit t\u00eb Shqip\u00ebris\u00eb duhet t\u00eb p\u00ebrmir\u00ebsohet n\u00eb shum\u00eb m\u00ebnyra. Ne do ta vinim theksin te disa reforma prioritare: s\u00eb pari, forcimi i zbatimit t\u00eb sundimit t\u00eb ligjit, s\u00eb dyti, forcimi i kuadrit p\u00ebr t\u00eb drejtat e pron\u00ebsis\u00eb dhe kontraktuale, p\u00ebr t\u00eb nxitur rritjen e kreditimit t\u00eb sektorit privat dhe p\u00ebr t\u00eb leht\u00ebsuar t\u00ebrheqjen e IHD-ve; s\u00eb treti, duke mbyllur hendekun e fuqis\u00eb pun\u00ebtore t\u00eb kualifikuar p\u00ebrmes p\u00ebrmir\u00ebsimit t\u00eb cil\u00ebsis\u00eb s\u00eb arsimit dhe trajnimit; s\u00eb kat\u00ebrti, p\u00ebrmir\u00ebsimi i infrastruktur\u00ebs s\u00eb Shqip\u00ebris\u00eb, e cila ende ka boshll\u00ebqe t\u00eb r\u00ebnd\u00ebsishme; dhe s\u00eb fundi, p\u00ebrafrimi i rregullave dhe standardeve me BE-n\u00eb p\u00ebr t\u00eb nxitur integrimin e tregtis\u00eb dhe p\u00ebr t\u00eb leht\u00ebsuar eksportet e kompanive shqiptare n\u00eb tregjet e BE-s\u00eb.<\/p>\n<p>K\u00ebto reforma duhet t\u00eb ndihmojn\u00eb n\u00eb rritjen e potencialit t\u00eb Shqip\u00ebris\u00eb n\u00eb eksportin e sh\u00ebrbimeve (duke p\u00ebrfshir\u00eb turizmin, IT, etj.) dhe q\u00eb kompanit\u00eb shqiptare t\u00eb marrin pjes\u00eb n\u00eb zinxhir\u00ebt e vlerave europiane ose globale.<\/p>\n<p><strong>Qeveria shqiptare \u00ebsht\u00eb angazhuar s\u00eb fundmi n\u00eb disa projekte t\u00eb m\u00ebdha PPP, t\u00eb cilat nuk pasqyrohen n\u00eb shifrat e borxhit publik, ashtu si\u00e7 ju keni rekomanduar. Si do ta vler\u00ebsonit ndikimin (pozitiv dhe negativ) t\u00eb k\u00ebtyre projekteve n\u00eb ekonomin\u00eb shqiptare dhe borxhin publik? Cilat jan\u00eb k\u00ebshillat tuaja p\u00ebr qeverin\u00eb shqiptare n\u00eb k\u00ebt\u00eb drejtim?<\/strong><\/p>\n<p>Nd\u00ebrsa \u00ebsht\u00eb e mundshme q\u00eb PPP-t\u00eb t\u00eb ofrojn\u00eb cil\u00ebsi t\u00eb mir\u00eb dhe kosto m\u00eb t\u00eb ul\u00ebt, n\u00eb shum\u00eb vende ka rezultuar, q\u00eb kostot fiskale aktuale t\u00eb PPP-ve mund t\u00eb jen\u00eb shum\u00eb m\u00eb t\u00eb larta se sa pritej. Shqip\u00ebria ende nuk ka nj\u00eb sistem t\u00eb mir\u00eb p\u00ebr t\u00eb menaxhuar kostot dhe rreziqet q\u00eb vijn\u00eb nga PPP-t\u00eb. Ne k\u00ebshillojm\u00eb q\u00eb Ministria e Financave t\u00eb nd\u00ebrmarr\u00eb nj\u00eb vler\u00ebsim t\u00eb plot\u00eb t\u00eb rreziqeve t\u00eb lidhura me PPP-t\u00eb, ndikimin e tyre n\u00eb kuadrin afatmes\u00ebm buxhetor dhe q\u00ebndrueshm\u00ebrin\u00eb e borxhit. Ne mir\u00ebpresim p\u00ebrpjekjet e deritanishme p\u00ebr t\u2019i dh\u00ebn\u00eb Ministris\u00eb s\u00eb Financave dhe Ekonomis\u00eb nj\u00eb rol m\u00eb t\u00eb fort\u00eb si gardian\u00eb n\u00eb frenimin e kostos fiskale potenciale t\u00eb PPP-ve. Ne gjithashtu k\u00ebshillojm\u00eb q\u00eb t\u00eb nxitet procesi konkurrues i ofertave, duke ndaluar pranimin e propozimeve PPP t\u00eb pak\u00ebrkuara n\u00eb t\u00eb gjith\u00eb sektor\u00ebt.<\/p>\n<p>P\u00ebrve\u00e7 k\u00ebsaj, ne k\u00ebshillojm\u00eb q\u00eb qeveria t\u00eb marr\u00eb n\u00eb konsiderat\u00eb zbatimin e \u201ckontabilitetit me t\u00eb drejta t\u00eb konstatuara \u201d dhe t\u00eb forcoj\u00eb diskutimin lidhur me rreziqet fiskale q\u00eb lidhen me PPP n\u00eb Deklarat\u00ebn Fiskale t\u00eb Rreziqeve. Kjo deklarat\u00eb duhet t\u00eb ofroj\u00eb nj\u00eb pasqyr\u00eb gjith\u00ebp\u00ebrfshir\u00ebse t\u00eb t\u00eb gjitha kontratave t\u00eb PPP-s\u00eb dhe t\u00eb p\u00ebrshkruaj\u00eb politik\u00ebn e qeveris\u00eb p\u00ebr zbutjen e k\u00ebtyre rreziqeve.<\/p>\n<p><em><strong>Deklarata fiskale e rreziqeve<\/strong><\/em><\/p>\n<p><em><strong>Ne k\u00ebshillojm\u00eb q\u00eb qeveria t\u00eb marr\u00eb n\u00eb konsiderat\u00eb zbatimin e \u201ckontabilitetit me t\u00eb drejta t\u00eb konstatuara\u201d dhe t\u00eb forcoj\u00eb m\u00eb tej diskutimin lidhur me rreziqet fiskale q\u00eb lidhen me PPP n\u00eb Deklarat\u00ebn Fiskale t\u00eb Rreziqeve. Kjo deklarat\u00eb duhet t\u00eb ofroj\u00eb nj\u00eb pasqyr\u00eb gjith\u00ebp\u00ebrfshir\u00ebse t\u00eb t\u00eb gjitha kontratave t\u00eb PPP-s\u00eb dhe t\u00eb p\u00ebrshkruaj\u00eb politik\u00ebn e qeveris\u00eb p\u00ebr zbutjen e k\u00ebtyre rreziqeve.<\/strong><\/em><\/p>\n<p>&nbsp;<\/p>\n<p><strong>N\u00eb afatin e gjat\u00eb, \u00e7far\u00eb reformash duhet t\u00eb nd\u00ebrmarr\u00eb qeveria shqiptare, n\u00eb m\u00ebnyr\u00eb q\u00eb t\u00eb p\u00ebrshpejtoj\u00eb procesin e konvergjenc\u00ebs me vendet e BE-s\u00eb?<\/strong><\/p>\n<p>Qeveria duhet t\u00eb p\u00ebrqendrohet n\u00eb reformat strukturore, duke p\u00ebrfshir\u00eb forcimin e zbatimit t\u00eb ligjit dhe t\u00eb t\u00eb drejtave t\u00eb pron\u00ebsis\u00eb. P\u00ebrve\u00e7 k\u00ebsaj, \u00ebsht\u00eb e r\u00ebnd\u00ebsishme t\u00eb zgjidhen rreziqet dhe zhbalancimet n\u00eb sektor\u00ebt fiskal\u00eb dhe financiar\u00eb, sepse k\u00ebto mund t\u00eb \u00e7ojn\u00eb n\u00eb kriz\u00eb ekonomike dhe t\u00eb ngadal\u00ebsojn\u00eb ekonomin\u00eb, si\u00e7 e pam\u00eb pas 2011. Kjo \u00ebsht\u00eb arsyeja pse ne rekomandojm\u00eb reduktimin e borxhit t\u00eb lart\u00eb publik t\u00eb Shqip\u00ebris\u00eb n\u00eb nj\u00eb rit\u00ebm m\u00eb t\u00eb shpejt\u00eb, duke rritur menaxhimin e investimeve publike dhe duke zgjeruar baz\u00ebn e t\u00eb ardhurave. P\u00ebrve\u00e7 k\u00ebsaj, ruajtja e stabilitetit n\u00eb sektorin financiar, q\u00eb \u00ebsht\u00eb n\u00eb proces ndryshimi, \u00ebsht\u00eb nj\u00eb detyr\u00eb e r\u00ebnd\u00ebsishme p\u00ebr bank\u00ebn qendrore, pasi disa banka nga BE po largohen dhe investitor\u00ebt shqiptar\u00eb ose rajonal\u00eb po hyjn\u00eb.<\/p>\n<p><strong>Cila \u00ebsht\u00eb marr\u00ebdh\u00ebnia aktuale mes FMN-s\u00eb dhe qeveris\u00eb shqiptare?<\/strong><\/p>\n<p>Programi i fundit, i mb\u00ebshtetur nga FMN, p\u00ebrfundoi n\u00eb shkurt 2017. Gjat\u00eb k\u00ebtyre tre viteve, n\u00ebn k\u00ebt\u00eb program, autoritetet b\u00ebn\u00eb progres t\u00eb mir\u00eb n\u00eb reduktimin e deficitit fiskal dhe zbatimit t\u00eb nj\u00eb axhende t\u00eb reformave strukturore, megjith\u00ebse me disa vonesa. Q\u00eb prej asaj kohe, ne kemi qen\u00eb t\u00eb p\u00ebrfshir\u00eb, duke ofruar k\u00ebshilla p\u00ebrmes raporteve tona p\u00ebr ekonomin\u00eb shqiptare, asistenc\u00ebs teknike t\u00eb zgjeruar p\u00ebr shum\u00eb segmente t\u00eb sektorit publik, p\u00ebrfshir\u00eb administrimin e taksave dhe bank\u00ebn qendrore.<\/p>\n<p><em><strong>Kujdes me borxhin!<\/strong><\/em><\/p>\n<p><em><strong>\u00cbsht\u00eb e r\u00ebnd\u00ebsishme t\u00eb zgjidhen rreziqet dhe zhbalancimet n\u00eb sektor\u00ebt fiskal\u00eb dhe financiar\u00eb, sepse k\u00ebto mund t\u00eb \u00e7ojn\u00eb n\u00eb kriz\u00eb ekonomike dhe t\u00eb ngadal\u00ebsojn\u00eb ekonomin\u00eb, si\u00e7 e pam\u00eb pas 2011.
