Bazuar n\u00eb rezultatet e vler\u00ebsimit t\u00eb saj, MONEYVAL vendosi t\u00eb aplikoj\u00eb procedur\u00ebn e ndjekjes s\u00eb saj t\u00eb zgjeruar n\u00eb Shqip\u00ebri.<\/span><\/p>\n<p><span style=\"color: #000000;\">MONEYVAL pranon se autoritetet shqiptare kan\u00eb nj\u00eb kuptim t\u00eb arsyesh\u00ebm t\u00eb rreziqeve t\u00eb pastrimit t\u00eb parave n\u00eb ekonomin\u00eb formale t\u00eb vendit dhe kan\u00eb mekanizma komb\u00ebtare t\u00eb koordinimit p\u00ebr hartimin e politikave p\u00ebr t\u00eb adresuar rreziqet.<\/span><\/p>\n<p><span style=\"color: #000000;\">Megjithat\u00eb, k\u00ebto mekanizma nuk kan\u00eb provuar t\u00eb jen\u00eb plot\u00ebsisht efektive dhe ka disa fusha q\u00eb do t\u00eb p\u00ebrfitonin nga nj\u00eb analiz\u00eb m\u00eb e detajuar e k\u00ebrc\u00ebnimeve t\u00eb paraqitura.<\/span><\/p>\n<p><span style=\"color: #000000;\">Korrupsioni paraqet rreziqe t\u00eb m\u00ebdha t\u00eb pastrimit t\u00eb parave n\u00eb Shqip\u00ebri. Shpesh i lidhur me aktivitetet e krimit t\u00eb organizuar, prodhon shuma t\u00eb konsiderueshme t\u00eb t\u00eb ardhurave kriminale dhe d\u00ebmton seriozisht funksionimin efektiv t\u00eb sistemit t\u00eb drejt\u00ebsis\u00eb penale. <\/span><\/p>\n<p><span style=\"color: #000000;\">Autoritetet jan\u00eb t\u00eb vet\u00ebdijshme p\u00ebr rreziqet nga korrupsioni, por deri m\u00eb tani zbatimi i ligjit ka kushtuar v\u00ebmendje t\u00eb kufizuar p\u00ebr t\u00eb synuar pastrimin e parave lidhur me korrupsionin. Nj\u00eb reform\u00eb e r\u00ebnd\u00ebsishme gjyq\u00ebsore \u00ebsht\u00eb duke u zbatuar p\u00ebr t\u00eb adresuar m\u00eb mir\u00eb rreziqet e korrupsionit t\u00eb p\u00ebrhapura n\u00eb vend.<\/span><\/p>\n<p><span style=\"color: #000000;\">Autoritetet kompetente p\u00ebrdorin sistematikisht raporte t\u00eb Drejtoris\u00eb s\u00eb P\u00ebrgjithshme p\u00ebr Parandalimin e Pastrimit t\u00eb Parave dhe nj\u00eb gam\u00eb t\u00eb gjer\u00eb burimesh t\u00eb tjera informacioni p\u00ebr t\u00eb inicuar dhe leht\u00ebsuar hetimet p\u00ebr pastrimin e parave, veprat penale t\u00eb nd\u00ebrlidhura dhe financimin e terrorizmit. <\/span><\/p>\n<p><span style=\"color: #000000;\">Hetimet paralele aplikohen sistematikisht n\u00eb rastet e pastrimit t\u00eb parave dhe n\u00eb procedurat e tjera penale. Megjithat\u00eb, k\u00ebto hetime rrall\u00eb rezultojn\u00eb n\u00eb aktakuza dhe procedurat e pastrimit t\u00eb parave t\u00eb nd\u00ebrlidhura me veprat e r\u00ebnd\u00ebsishme t\u00eb gjenerimit t\u00eb t\u00eb ardhurave jan\u00eb kryesisht pezulluar ose hedhur posht\u00eb nga prokuroria.<\/span><\/p>\n<p><span style=\"color: #000000;\">Raporti n\u00ebnvizon se Shqip\u00ebria ka nj\u00eb kuad\u00ebr t\u00eb fuqish\u00ebm ligjor p\u00ebr konfiskimin e t\u00eb ardhurave kriminale, por numri dhe vlerat e aseteve t\u00eb sekuestruara dhe t\u00eb konfiskuara nuk duket se jan\u00eb n\u00eb p\u00ebrpjes\u00ebtim me nivelin e kriminalitetit n\u00eb vend.<\/span><\/p>\n<p><span style=\"color: #000000;\">Sa i p\u00ebrket financimit t\u00eb terrorizmit, MONEYVAL v\u00ebren se perceptimi dhe kuptimi i rreziqeve t\u00eb lidhura nuk duket se adresojn\u00eb n\u00eb m\u00ebnyr\u00eb adekuate karakteristikat e aktiviteteve t\u00eb mundshme t\u00eb financimit t\u00eb terrorizmit n\u00eb vend dhe n\u00eb rajon. <\/span><\/p>\n<p><span style=\"color: #000000;\">Nuk ka qasje sistematike p\u00ebr t\u00eb identifikuar dhe hetuar aspektet e financimit t\u00eb shkeljeve t\u00eb lidhura me terrorizmin. N\u00eb lidhje me zbatimin e sanksioneve financiare t\u00eb synuara ka disa mang\u00ebsi teknike, t\u00eb cilat mund t\u00eb pengojn\u00eb efektivitetin e p\u00ebrputhshm\u00ebris\u00eb s\u00eb Shqip\u00ebris\u00eb.<\/span><\/p>\n<p><span style=\"color: #000000;\">Raporti thekson se Banka e Shqip\u00ebris\u00eb ka nj\u00eb kuptim t\u00eb mir\u00eb t\u00eb rrezikut t\u00eb pastrimit t\u00eb parave dhe financimit t\u00eb terrorizmit dhe koh\u00ebt e fundit ka p\u00ebrmir\u00ebsuar sistemin e vet t\u00eb raportimit jasht\u00eb vendit p\u00ebr t\u00eb mb\u00ebshtetur vler\u00ebsimin e tij p\u00ebr rreziqet e subjekteve individuale. Autoriteti i Mbik\u00ebqyrjes Financiare \u00ebsht\u00eb n\u00eb proces t\u00eb kalimit n\u00eb nj\u00eb qasje t\u00eb bazuar n\u00eb rrezik n\u00eb mbik\u00ebqyrje, por veprimtaria e saj inspektuese e nd\u00ebrmarr\u00eb deri m\u00eb tani ka qen\u00eb shum\u00eb e kufizuar. <\/span><\/p>\n<p><span style=\"color: #000000;\">Megjith\u00ebse jan\u00eb b\u00ebr\u00eb disa p\u00ebrpjekje t\u00eb r\u00ebnd\u00ebsishme, as Banka e Shqip\u00ebris\u00eb as Autoriteti i Mbik\u00ebqyrjes Financiare nuk zbatojn\u00eb n\u00eb m\u00ebnyr\u00eb konsekuente nj\u00eb perspektiv\u00eb t\u00eb bazuar n\u00eb rrezik, kur shqyrtojn\u00eb k\u00ebrkesat p\u00ebr licenca nga institucionet financiare, ose marrin nj\u00eb qasje sistematike p\u00ebr t&#8217;i monitoruar ato n\u00eb m\u00ebnyr\u00eb q\u00eb t\u00eb zbus\u00eb plot\u00ebsisht rrezikun e kriminalitetit infiltrimi.<\/span><\/p>\n<p><span style=\"color: #000000;\">S\u00eb fundi, raporti v\u00ebren se Shqip\u00ebria thuhet se ka ofruar ndihm\u00eb t\u00eb nd\u00ebrsjell\u00eb ligjore me nj\u00eb nivel t\u00eb duhur bashk\u00ebpunimi.
