Infrastruktura ekonomike, si\u00e7 jan\u00eb hekurudhat, rrug\u00ebt, aeroportet dhe portet, por edhe sh\u00ebrbimet ky\u00e7e si sh\u00ebndeti, arsimi, uji dhe energjia elektrike jan\u00eb duke u shp\u00ebrndar\u00eb p\u00ebrmes PPP-ve.<\/span><\/p>\n<p><span style=\"color: #000000;\">Qeverit\u00eb donatore dhe institucionet financiare, si Grupi i Bank\u00ebs Bot\u00ebrore dhe bankat e tjera t\u00eb zhvillimit multilateral, kan\u00eb krijuar nisma t\u00eb shumta p\u00ebr t\u00eb promovuar ndryshimet n\u00eb kuadrin rregullator komb\u00ebtar p\u00ebr t\u00eb lejuar PPP-t\u00eb, si dhe p\u00ebr t\u00eb ofruar k\u00ebshilla dhe financa p\u00ebr Projektet e PPP. Eurodad pohon se q\u00eb nga viti 2004 ka pasur nj\u00eb rritje t\u00eb shpejt\u00eb t\u00eb shum\u00ebs s\u00eb parave t\u00eb investuara n\u00eb PPP n\u00eb vendet n\u00eb zhvillim dhe shum\u00eb projekte jan\u00eb prokuruar si PPP, thjesht p\u00ebr t\u00eb shmangur kufizimet buxhetore dhe p\u00ebr t\u00eb shtyr\u00eb regjistrimin e kostove fiskale.<\/span><\/p>\n<p><span style=\"color: #000000;\">Disa praktika kontab\u00ebl, si rasti i Shqip\u00ebris\u00eb, i lejojn\u00eb qeverit\u00eb t\u00eb mbajn\u00eb koston e projektit dhe detyrimet e saj t\u00eb kusht\u00ebzuara \u201cjasht\u00eb bilancit\u201d. Kjo p\u00ebrfundon duke ekspozuar financat publike ndaj rreziqeve t\u00eb tep\u00ebrta fiskale.<\/span><br \/>\n<span style=\"color: #000000;\"> Eurodad ka hartuar nj\u00eb raport t\u00eb cilin ia ka paraqitur edhe Bank\u00ebs Bot\u00ebrore ku b\u00ebn nj\u00eb analiz\u00eb m\u00eb t\u00eb thell\u00eb, bazuar n\u00eb prova, mbi ndikimin e 10 projekteve PPP n\u00eb kat\u00ebr kontinente, si n\u00eb vendet e zhvilluara ashtu edhe n\u00eb ato n\u00eb zhvillim.<\/span><\/p>\n<p><span style=\"color: #000000;\">Vendet e p\u00ebrfshira jan\u00eb: Kolumbia, Franca, India, Indonezia, Lesoto, Liberia, Peru, Spanja dhe Suedia. Sektor\u00ebt q\u00eb mbulojn\u00eb jan\u00eb: arsimi, energjia, sh\u00ebndet\u00ebsia, transporti, uji dhe kanalizimet.<\/span><\/p>\n<p><span style=\"color: #000000;\">K\u00ebto 10 raste ilustrojn\u00eb problemet m\u00eb t\u00eb zakonshme q\u00eb hasin PPP-t\u00eb.<\/span><br \/>\n<span style=\"color: #000000;\"> Eurodad gjeti se t\u00eb 10 projektet erdh\u00ebn me kosto t\u00eb larta p\u00ebr buxhetet publike dhe me nj\u00eb nivel t\u00eb tepruar t\u00eb rrezikut p\u00ebr sektorin publik dhe, p\u00ebr rrjedhoj\u00eb, nj\u00eb barr\u00eb t\u00eb r\u00ebnd\u00eb p\u00ebr qytetar\u00ebt. P\u00ebr shembull, Spitali Mbret\u00ebresha Mamohato n\u00eb Lesoto ka pasur pasoja t\u00eb m\u00ebdha negative dhe t\u00eb paparashikueshme n\u00eb fondet publike.<\/span><\/p>\n<p><span style=\"color: #000000;\">Shifrat m\u00eb t\u00eb fundit sugjerojn\u00eb se n\u00eb vitin 2016, taksat e faturuara t\u00eb partner\u00ebve privat\u00eb kaluan dy her\u00eb \u201cpragun e p\u00ebrballueshm\u00ebris\u00eb\u201d t\u00eb p\u00ebrcaktuar nga Qeveria dhe BB n\u00eb fillim t\u00eb PPP. Faktor\u00ebt q\u00eb ndikuan n\u00eb p\u00ebrshkall\u00ebzimin e kostos p\u00ebrfshijn\u00eb indeksimin e gabuar t\u00eb taks\u00ebs vjetore t\u00eb paguar nga qeveria dhe parashikimin e dob\u00ebt.<\/span><br \/>\n<span style=\"color: #000000;\"> N\u00eb Suedi, kostoja totale e nd\u00ebrtimit e spitalit t\u00eb Nya Karolinska Solna (NKS) arriti nga 1.4 miliard\u00eb n\u00eb 2.4 miliard\u00eb euro dhe tani njihet si \u201cspitali m\u00eb i shtrenjt\u00eb n\u00eb bot\u00eb\u201d.<\/span><\/p>\n<p><span style=\"color: #000000;\">\u00c7do PPP i studiuar ishte m\u00eb i rreziksh\u00ebm p\u00ebr shtetin sesa p\u00ebr kompanit\u00eb private t\u00eb p\u00ebrfshira, pasi sektori publik k\u00ebrkohej t\u00eb hynte dhe t\u00eb merrte kostot kur gj\u00ebrat nuk shkonin mir\u00eb. Nj\u00eb shembull i r\u00ebnd\u00ebsish\u00ebm \u00ebsht\u00eb rasti i \u201cJakarta \u00cbater\u201d n\u00eb Indonezi, ku dy kontrata PPP rezultuan me humbje t\u00eb konsiderueshme p\u00ebr nd\u00ebrmarrjen publike t\u00eb ujit PAM Jaya.<\/span><\/p>\n<p><span style=\"color: #000000;\">N\u00eb vitin 2011, ajo raportoi nj\u00eb humbje financiare prej 18 milion\u00eb USD. Vler\u00ebsimet tregojn\u00eb se humbjet p\u00ebrfundimisht do t\u00eb arrijn\u00eb 2.4 miliard\u00eb dollar\u00eb, n\u00eb qoft\u00eb se marr\u00ebveshja e bashk\u00ebpunimit vazhdon si\u00e7 \u00ebsht\u00eb planifikuar deri n\u00eb dat\u00ebn e skadimit t\u00eb saj n\u00eb 2022.<\/span><\/p>\n<p><span style=\"color: #000000;\">Pes\u00eb nga dhjet\u00eb PPP t\u00eb rishikuara kan\u00eb ndikuar negativisht tek t\u00eb varfrit dhe kan\u00eb rritur ndarjen mes t\u00eb pasurve dhe t\u00eb varf\u00ebrve. P\u00ebr shembull, n\u00eb rastin e Spitalit Mbret\u00ebror Mbret\u00ebresha Mamohato n\u00eb Lesoto, kostoja n\u00eb rritje dhe e pap\u00ebrkulur e spitalit PPP rrezikoi investimet e nevojshme n\u00eb kujdesin sh\u00ebndet\u00ebsor par\u00ebsor dhe dyt\u00ebsor n\u00eb zonat rurale, ku normat e vdekshm\u00ebris\u00eb po rriten dhe ku jetojn\u00eb tre t\u00eb kat\u00ebrtat e popullsis\u00eb.<\/span><\/p>\n<p><span style=\"color: #000000;\">N\u00eb Xhakarta, sigurimi i ujit p\u00ebrmes operator\u00ebve privat\u00eb (Jakarta \u00cbater) rezultoi n\u00eb nj\u00eb rritje radikale t\u00eb faturave mujore, t\u00eb cilat jan\u00eb t\u00eb pap\u00ebrballueshme p\u00ebr shum\u00eb familje t\u00eb varfra. Banor\u00ebt shpesh mb\u00ebshteten n\u00eb uj\u00ebrat n\u00ebntok\u00ebsore nga puset e pyllit t\u00eb komunitetit, ose duhet t\u00eb blejn\u00eb uj\u00eb n\u00eb kano\u00e7e q\u00eb mund t\u00eb kushtojn\u00eb m\u00eb shum\u00eb se gjysm\u00ebn e t\u00eb ardhurave ditore t\u00eb nj\u00eb personi.<\/span><\/p>\n<p><span style=\"color: #000000;\">Tre nga PPP-t\u00eb kan\u00eb ndikim serioz social dhe mjedisor. P\u00ebr shembull, n\u00eb bregdetin Mundra n\u00eb Gujarat n\u00eb Indi, ku \u00ebsht\u00eb zbatuar nj\u00eb projekt p\u00ebr nj\u00eb stacion termik, ka pasur shkelje serioze sociale dhe mjedisore q\u00eb nga fillimi. Pas vler\u00ebsimeve t\u00eb gabuara t\u00eb ndikimit n\u00eb mjedis \u00ebsht\u00eb p\u00ebrkeq\u00ebsuar cil\u00ebsia e ujit. N\u00eb Kolumbi, projekti PPP p\u00ebr t\u00eb p\u00ebrmir\u00ebsuar lundrueshm\u00ebrin\u00eb e lumit Magdalena ishte nj\u00eb planifikim i dob\u00ebt. Megjith\u00ebse projekti nuk hyri n\u00eb faz\u00ebn e nd\u00ebrtimit, p\u00ebr shkak se kompania nuk arriti ta marr\u00eb financimin e nevojsh\u00ebm p\u00ebr ta zbatuar at\u00eb, pun\u00ebt paraprake t\u00eb kryera kan\u00eb ndikuar negativisht mjedisin p\u00ebrreth lumit.<\/span><\/p>\n<p><span style=\"color: #000000;\">N\u00ebnt\u00eb nga dhjet\u00eb projekte jan\u00eb zhvilluar n\u00eb munges\u00eb transparence ose nuk jan\u00eb konsultuar me komunitetet e prekura, duke minuar p\u00ebrgjegj\u00ebsin\u00eb demokratike. Mospublikimi i kontratave mbajti t\u00eb fshehura rreziqet q\u00eb sektori publik \u00ebsht\u00eb i detyruar t\u00eb nd\u00ebrmarr\u00eb. N\u00eb qytetin e vog\u00ebl indian t\u00eb Khad\u00eba, n\u00ebp\u00ebrmjet nj\u00eb PPP p\u00ebr t\u00eb siguruar ujin n\u00eb vend, u desh\u00ebn kat\u00ebr vjet p\u00ebr t\u00eb informuar m\u00eb n\u00eb fund popullsin\u00eb p\u00ebr at\u00eb q\u00eb po ndodhte. M\u00eb shum\u00eb se 10,000 familje e kund\u00ebrshtuan projektin brenda nj\u00eb periudhe 30-ditore.<\/span><\/p>\n<p><span style=\"color: #000000;\">Eurodad gjeti se n\u00eb t\u00eb gjitha rastet, PPP-t\u00eb ishin komplekse p\u00ebr t\u2019u negociuar dhe p\u00ebr t\u2019u zbatuar dhe se kishin nevoj\u00eb p\u00ebr kapacitete specifike shtet\u00ebrore p\u00ebr t\u2019u negociuar n\u00eb interesin publik, duke p\u00ebrfshir\u00eb edhe procesin e rinegocimit.<\/span><\/p>\n<p><span style=\"color: #000000;\">N\u00eb Peru, procesi i rinegocimit p\u00ebr t\u00eb nd\u00ebrtuar nj\u00eb aeroport t\u00eb ri p\u00ebrmes PPP n\u00eb Chinchero rezultoi n\u00eb nj\u00eb ndryshim n\u00eb t\u00eb gjith\u00eb struktur\u00ebn e financimit t\u00eb projektit. Pas nj\u00eb raporti nga Audituesi i P\u00ebrgjithsh\u00ebm referuar d\u00ebmeve ekonomike p\u00ebr shtetin, dhe n\u00eb mes t\u00eb nj\u00eb skandali komb\u00ebtar mbi projektin, qeveria peruane m\u00eb n\u00eb fund anuloi kontrat\u00ebn n\u00eb baz\u00eb t\u00eb interesit komb\u00ebtar.<\/span><\/p>\n<p><span style=\"color: #000000;\">Nd\u00ebrtimi i nj\u00eb gjykate n\u00eb Paris rezultoi aq komplekse, e kushtueshme dhe kontradiktore, sa ministri i ri francez i Drejt\u00ebsis\u00eb ka vendosur q\u00eb ministria e tij kurr\u00eb nuk do t\u00eb angazhoj\u00eb m\u00eb PPP t\u00eb tjera. P\u00ebr shembull, Projekti Castor \u2013 impianti m\u00eb i madh spanjoll i magazinimit t\u00eb gazit n\u00eb det u ndal pasi injeksionet e gazit shkaktuan m\u00eb shum\u00eb se 1,000 t\u00ebrmete. Pavar\u00ebsisht se nuk \u00ebsht\u00eb p\u00ebrdorur kurr\u00eb, projekti Castor deri tani i ka kushtuar publikut 3.28 miliard\u00eb euro. Kjo shum\u00eb tani po paguhet p\u00ebrmes rritjes s\u00eb faturave t\u00eb gazit.<\/span><\/p>\n<p><span style=\"color: #000000;\">Raporti i Eurodad i b\u00ebn thirrje Bank\u00ebs Bot\u00ebrore dhe Fondit Monetar Nd\u00ebrkomb\u00ebtar q\u00eb s\u00eb bashku me qeverit\u00eb e vendeve t\u00eb pasura t\u00eb ndalin promovimin agresiv t\u00eb nxitjes s\u00eb PPP-ve p\u00ebr financimin e infrastruktur\u00ebs sociale dhe ekonomike dhe t\u00eb pranojn\u00eb publikisht rreziqet financiare dhe t\u00eb tjera t\u00eb r\u00ebnd\u00ebsishme q\u00eb PPP-t\u00eb sjellin.<\/span><\/p>\n<p><span style=\"color: #000000;\">Eurodad k\u00ebshillon q\u00eb t\u00eb sigurohet nj\u00eb qeverisje e mir\u00eb dhe demokratike para se t\u00eb ndiqen forma t\u00eb tilla investimi. Duhen procese t\u00eb thella konsultimi dhe informimi me pjes\u00ebmarrje dhe monitorim t\u00eb gjer\u00eb t\u00eb shoq\u00ebris\u00eb civile, duke p\u00ebrfshir\u00eb edhe komunitetet lokale, sindikatat dhe aktor\u00ebt e tjer\u00eb. T\u00eb drejtat e komuniteteve t\u00eb prekura duhet t\u00eb merren parasysh.<\/span><\/p>\n<p><span style=\"color: #000000;\">Eurodad k\u00ebshillon q\u00eb t\u00eb sigurohet zbatimi i standardeve rigoroze t\u00eb transparenc\u00ebs, ve\u00e7an\u00ebrisht n\u00eb lidhje me kontabilizimin e fondeve publike, vlera e kontrat\u00ebs e PPP-s\u00eb dhe implikimet fiskale afatgjata duhet t\u00eb p\u00ebrfshihen n\u00eb llogarit\u00eb komb\u00ebtare. Kontratat dhe raportet e performanc\u00ebs s\u00eb projekteve t\u00eb infrastruktur\u00ebs sociale dhe ekonomike duhet t\u00eb shpalosen n\u00eb m\u00ebnyr\u00eb proaktive dhe interesi publik renditet m\u00eb i lart\u00eb se interesi komercial.<\/span><\/p>\n<p><span style=\"color: #000000;\">\u201cP\u00ebrfundimisht, u b\u00ebjm\u00eb thirrje t\u00eb gjith\u00eb atyre q\u00eb merren me drejt\u00ebsin\u00eb, barazin\u00eb, q\u00ebndrueshm\u00ebrin\u00eb dhe t\u00eb drejtat e njeriut p\u00ebr t\u2019i rezistuar shkeljes s\u00eb PPP-ve dhe p\u00ebr t\u00eb nxitur n\u00eb vend t\u00eb tyre sh\u00ebrbime publike me cil\u00ebsi t\u00eb lart\u00eb t\u00eb financuar nga publiku, t\u00eb kontrolluara n\u00eb m\u00ebnyr\u00eb demokratike dhe t\u00eb p\u00ebrgjegjshme.
