Fillimi i seanc\u00ebs do t\u00eb pasohet nga nj\u00eb panel diskutimesh me pyetje nga audienca p\u00ebr financimin e sh\u00ebrbimeve publike dhe infrastruktur\u00ebs brenda Bashkimit Evropian, n\u00eb Evrop\u00ebn Juglindore dhe njoftoi Eurodad, Organizata Europiane p\u00ebr Monitorimin e Borxhit.<\/span><\/p>\n<p><span style=\"color: #000000;\">Q\u00eb n\u00eb titull raporti pohon se projektet e partneritetit publik privat konsiderohen si d\u00ebshtim. \u201c<em>Si po d\u00ebshtojn\u00eb partneritetet publike private\u201d<\/em> \u00ebsht\u00eb titulli i raportit t\u00eb par\u00eb, i ndjekur nga i dyti- <em>\u201cA mund t\u00eb p\u00ebrmir\u00ebsohet infrastruktura pa rritur borxhin publik\u201d.<\/em><\/span><\/p>\n<p><strong><span style=\"color: #000000;\">Eurodad njoftoi se Raportet q\u00eb do t\u00eb prezantohen n\u00eb Parlamentin europian jan\u00eb:<\/span><\/strong><\/p>\n<p><span style=\"color: #000000;\">\u2013 Historia e PPP-ve- Si Partneritetet Publike Publike jan\u00eb duke d\u00ebshtuar. Raporti \u00ebsht\u00eb koordinuar nga Eurodad<\/span><\/p>\n<p><span style=\"color: #000000;\">\u2013 Partneritetet Publike-Private dhe Koncesionet n\u00eb Evrop\u00ebn Juglindore: A mund t\u00eb p\u00ebrmir\u00ebsohen infrastrukturat pa rritur borxhin publik? P\u00ebrvoja e Monitorimi i Financave Publike t\u00eb Ballkanit.<\/span><\/p>\n<p><span style=\"color: #000000;\">-Aktiviteti \u00ebsht\u00eb iniciuar nga Eurodad, Global Progressive Forum (GPF) dhe Deputeti Enrique Guerrero Salom, an\u00ebtar i Komitetit t\u00eb Zhvillimit n\u00eb Parlamentin Europian.<\/span><\/p>\n<p><span style=\"color: #000000;\">Do t\u00eb prezantohet gjithashtu studimi i rastit n\u00eb Serbi, \u201cPartneritetet publike private dhe koncesionet n\u00eb Evrop\u00ebn Juglindore: A mund t\u00eb p\u00ebrmir\u00ebsohet infrastruktura pa rritur borxhin publik?\u201d.<\/span><\/p>\n<p><span style=\"color: #000000;\">M\u00eb her\u00ebt, nj\u00eb audit i Gjykat\u00ebs Europiane t\u00eb Llogarive gjeti shkelje t\u00eb r\u00ebnda\u00a0 k\u00ebt\u00eb vit me ndikim n\u00eb kosto n\u00eb disa investime me Partneritet Publik Privat q\u00eb ishin nd\u00ebrtuar me fonde t\u00eb BE-s\u00eb. Autostradat e nd\u00ebrtuara n\u00eb Europ\u00eb pat\u00ebn r\u00ebnie t\u00eb madhe t\u00eb trafikut pasi nisi pagesa. Projekti n\u00eb Meurthe-et-Moselle (Franc\u00eb) kishte t\u00eb ardhura pothuajse 50% n\u00ebn pritshm\u00ebrit\u00eb dhe n\u00eb Irland\u00eb gjithashtu n\u00eb projektin NBS, trafiku ishte 69% m\u00eb pak se parashikimi, sipas nj\u00eb analize q\u00eb b\u00ebri Gjykata Europiane e Llogarive p\u00ebr autostradat e nd\u00ebrtuara me koncesion PPP n\u00eb Europ\u00eb.<\/span><\/p>\n<p><span style=\"color: #000000;\">Meqen\u00ebse PPP-t\u00eb kan\u00eb pasoja afatgjata p\u00ebr gjeneratat e ardhshme, p\u00ebrzgjedhja e tyre k\u00ebrkon analiza dhe argumente t\u00eb forta, shprehen auditor\u00ebt e BE-s\u00eb. P\u00ebr t\u00eb shmangur kostot p\u00ebr brezat, praktikat e mira t\u00eb menaxhimit zakonisht marrin n\u00eb konsiderat\u00eb kryerjen e analizave krahasuese midis opsioneve t\u00eb ndryshme t\u00eb prokurimit dhe PPP-ve<\/span><\/p>\n<p><strong><span style=\"color: #000000;\">Ja si d\u00ebshtoi nj\u00eb projekt PPP n\u00eb Greqi<\/span><\/strong><\/p>\n<p><span style=\"color: #000000;\">Projekti qendror i autostrad\u00ebs E-65 n\u00eb Greqi kur nisi fillimisht kishte shum\u00eb pak shpres\u00eb te trafiku (vet\u00ebm 4 832 automjete n\u00eb dit\u00eb, trafik i pamjaftuesh\u00ebm p\u00ebr t\u00eb justifikuar nd\u00ebrtimin e nj\u00eb autostrade sipas kritereve t\u00eb sh\u00ebndosha t\u00eb menaxhimit financiar).<\/span><\/p>\n<p><span style=\"color: #000000;\">N\u00eb vitin 2013, vler\u00ebsimi i trafikut u reduktua edhe m\u00eb tej n\u00eb 1 792 automjete n\u00eb dit\u00eb, pra m\u00eb shum\u00eb se 63% n\u00ebn vler\u00ebsimin fillestar. P\u00ebrkund\u00ebr k\u00ebsaj, specifikimet e autostrad\u00ebs u vendos\u00ebn pa marr\u00eb n\u00eb konsiderat\u00eb n\u00ebse kishte nj\u00eb mund\u00ebsi me m\u00eb pak kosto p\u00ebr nd\u00ebrtimin e saj.<\/span><\/p>\n<p><span style=\"color: #000000;\">P\u00ebr m\u00eb tep\u00ebr, fush\u00ebveprimi i projektit \u00ebsht\u00eb reduktuar ndjesh\u00ebm. Vet\u00ebm pjesa e mesme (79 km) e autostrad\u00ebs s\u00eb planifikuar \u00ebsht\u00eb aktualisht n\u00eb nd\u00ebrtim e sip\u00ebr, por n\u00eb Veri dhe Jug nuk lidhet me rrug\u00ebt e tjera ekzistuese. Pa k\u00ebto lidhje, nivelet e ardhshme t\u00eb trafikut ka t\u00eb ngjar\u00eb t\u00eb jen\u00eb shum\u00eb m\u00eb t\u00eb ul\u00ebta. Projektet e audituara n\u00eb Greqi treguan se pjesa e rrezikut p\u00ebr partnerin privat \u00ebsht\u00eb tep\u00ebr e lart\u00eb, si p\u00ebr shembull me autostrad\u00ebn Olympia.<\/span><\/p>\n<p><span style=\"color: #000000;\">Auditor\u00ebt pohojn\u00eb se p\u00ebr t\u00eb qen\u00eb t\u00eb suksesshme, PPP-t\u00eb k\u00ebrkojn\u00eb korniza, si dhe procese ligjore dhe institucionale t\u00eb fuqishme dhe gjith\u00ebp\u00ebrfshir\u00ebse.
