Skema aktuale e Ndihm\u00ebs Ekonomike, si instrument i MSHMS dhe institucioneve t\u00eb var\u00ebsis\u00eb p\u00ebr p\u00ebrkujdesjen sociale, nuk \u00ebsht\u00eb efektive n\u00eb zbutjen e varf\u00ebris\u00eb referuar numrit t\u00eb familjeve q\u00eb dalin nga skema p\u00ebr shkak t\u00eb pun\u00ebsimit dhe p\u00ebrmir\u00ebsimit t\u00eb kushteve social-ekonomike t\u00eb tyre\u201d.<\/span><\/p>\n<p><span style=\"color: #000000;\">N\u00eb raport thuhet se shuma e p\u00ebrcaktuar nga skema e Ndihm\u00ebs Ekonomike nuk reflekton nevojat reale dhe aktuale t\u00eb individ\u00ebve dhe familjeve.<\/span><\/p>\n<p><span style=\"color: #000000;\"><strong>Deklarata e plot\u00eb e KLSH:<\/strong><\/span><\/p>\n<p><span style=\"color: #000000;\">Kontrolli i Lart\u00eb i Shtetit n\u00eb zbatim t\u00eb programit t\u00eb auditimit nr. 134\/1, dat\u00eb\u00a0 25.04.2018 ka kryer auditimin e performanc\u00ebs \u201cVarf\u00ebria n\u00eb Shqip\u00ebri dhe roli i shtetit n\u00eb zbutjen e saj\u201d n\u00eb Ministrin\u00eb e Sh\u00ebndet\u00ebsis\u00eb Mbrojtjes Sociale (MSHMS), Bashkin\u00eb Fier, Bashkin\u00eb Tiran\u00eb dhe Bashkin\u00eb Vlor\u00eb, p\u00ebr periudh\u00ebn Janar 2012-Maj 2018 t\u00eb aktivitetit t\u00eb k\u00ebtyre institucioneve mbi programin e Ndihm\u00ebs Ekonomike. Me Vendimin nr. 144, dat\u00eb 28.09.2018 t\u00eb Kryetarit t\u00eb KLSH-s\u00eb \u00ebsht\u00eb miratuar Raporti P\u00ebrfundimtar i Auditimit p\u00ebr p\u00ebrmir\u00ebsimin e gjendjes, duke i rekomanduar Ministris\u00eb s\u00eb Sh\u00ebndet\u00ebsis\u00eb dhe Mbrojtjes Sociale si dhe NJQV subjekte t\u00eb auditimit, 16 masa organizative dhe 4 p\u00ebr p\u00ebrmir\u00ebsim ligjor, me afat zbatimi vitin 2018 dhe fillim-vitin 2019.<\/span><\/p>\n<p><span style=\"color: #000000;\">Nga ky auditim, \u00ebsht\u00eb konkluduar n\u00eb mesazhin se : N\u00eb Shqip\u00ebri nuk ka nj\u00eb vler\u00eb t\u00eb miratuar nga qeveria t\u00eb minimumit jetik dhe kufirit t\u00eb varf\u00ebris\u00eb, mbi t\u00eb cil\u00ebn t\u00eb bazohen politikat dhe studimet e p\u00ebrkujdesit social. Skema aktuale e Ndihm\u00ebs Ekonomike, si instrument i MSHMS dhe institucioneve t\u00eb var\u00ebsis\u00eb p\u00ebr p\u00ebrkujdesjen sociale, nuk \u00ebsht\u00eb efektive n\u00eb zbutjen e varf\u00ebris\u00eb referuar numrit t\u00eb familjeve q\u00eb dalin nga skema p\u00ebr shkak t\u00eb pun\u00ebsimit dhe p\u00ebrmir\u00ebsimit t\u00eb kushteve social-ekonomike t\u00eb tyre. Ineficienca e sistemit elektronik lidhet me aplikimin e formul\u00ebs s\u00eb unifikuar t\u00eb pik\u00ebzimit, e cila nuk \u00ebsht\u00eb vler\u00ebsuar n\u00eb baz\u00eb t\u00eb kushteve koherente t\u00eb familjeve n\u00eb nevoj\u00eb. Mb\u00ebshtetja e qeveris\u00eb me programin e Ndihm\u00ebs Ekonomike do t\u00eb ishte efektive n\u00ebse kontributi do t\u00eb vler\u00ebsohej paralelisht me nivelin e p\u00ebrgjithsh\u00ebm t\u00eb \u00e7mimeve, me produktet e shport\u00ebs s\u00eb konsumit dhe me studime dinamike p\u00ebr riintegrimin e individ\u00ebve n\u00eb shoq\u00ebri.<\/span><\/p>\n<p><span style=\"color: #000000;\">A.Shuma e p\u00ebrcaktuar nga skema e Ndihm\u00ebs Ekonomike nuk reflekton nevojat reale dhe aktuale t\u00eb individ\u00ebve dhe familjeve, duke qen\u00eb se nuk ka nj\u00eb vler\u00eb zyrtare t\u00eb p\u00ebrdit\u00ebsuar t\u00eb minimumit jetik n\u00eb Shqip\u00ebri. Nj\u00ebkoh\u00ebsisht studimet e tjera t\u00eb kryera mbi vler\u00ebn e minimumit jetik nga institucione publike nuk jan\u00eb marr\u00eb dhe nuk mund t\u00eb merren si shifra zyrtare, p\u00ebr aq koh\u00eb sa nuk jan\u00eb miratuar me akte ligjore apo n\u00ebnligjore. Por t\u00eb mos harrojm\u00eb se masa e pamjaftueshme e p\u00ebrfituar nga skema e Ndihm\u00ebs Ekonomike b\u00ebn q\u00eb individ\u00ebt t\u00eb sigurojn\u00eb t\u00eb ardhura me m\u00ebnyra alternative, gj\u00eb e cila stimulon krimin ekonomik. Mungesa e vler\u00ebsimit t\u00eb ndikimeve t\u00eb skem\u00ebs s\u00eb re t\u00eb Ndihm\u00ebs Ekonomike n\u00eb zonat pilot lidhur me riintegrimin e individ\u00ebve b\u00ebn q\u00eb problemet e hasura gjat\u00eb faz\u00ebs s\u00eb pilotimit n\u00eb t\u00eb ekzistojn\u00eb ende tani q\u00eb skema aplikohet n\u00eb t\u00eb gjith\u00eb vendin duke cenuar p\u00ebrmbushjen e nj\u00eb k\u00ebrkese t\u00eb k\u00ebtij objektivi strategjik. Por edhe numri i familjeve q\u00eb kan\u00eb dal\u00eb nga skema e Ndihm\u00ebs Ekonomike n\u00ebp\u00ebrmjet p\u00ebrfshirjes n\u00eb tregun e pun\u00ebs vazhdon t\u00eb jet\u00eb shum\u00eb i ul\u00ebt, duke mos arritur objektivin A5 t\u00eb Strategjis\u00eb Komb\u00ebtare p\u00ebr Mbrojtjen Sociale 2015-2020. Objektivi strategjik p\u00ebrcakton se brenda vitit 2017 do t\u00eb p\u00ebrfshiheshin n\u00eb politikat aktive t\u00eb tregut t\u00eb pun\u00ebs 5% e p\u00ebrfituesve t\u00eb ndihm\u00ebs ekonomike, nd\u00ebrsa sipas t\u00eb dh\u00ebnave t\u00eb SHSSH p\u00ebr k\u00ebt\u00eb vit kjo shif\u00ebr nuk kalon 4%.<\/span><\/p>\n<p><span style=\"color: #000000;\">Vler\u00ebsimi i mas\u00ebs s\u00eb Ndihm\u00ebs Ekonomike ndihet i nevoj\u00ebs t\u00eb p\u00ebrcaktohet si standard ligjor p\u00ebr t\u00eb ndar\u00eb pjes\u00ebn e popullsis\u00eb t\u00eb varf\u00ebr nga popullsia jo e varf\u00ebr n\u00eb shkall\u00eb komb\u00ebtare, nivel qarku dhe NJQV. T\u00eb bazuarit e politik\u00ebs s\u00eb re (2014-2018) t\u00eb skem\u00ebs s\u00eb Ndihm\u00ebs Ekonomike, mbi modalitetin dhe vler\u00ebn e saj, tek nj\u00eb vler\u00ebsues i \u201cvjet\u00ebr\u201d dhe i pa korrektuar me indikator\u00ebt e tjer\u00eb t\u00eb varf\u00ebris\u00eb, tregon qart\u00eb p\u00ebr ndryshime joreale dhe munges\u00eb t\u00eb theksuar transparence t\u00eb ministris\u00eb lidhur me objektivat dhe targetat q\u00eb k\u00ebrkojn\u00eb t\u00eb p\u00ebrmbushin.<\/span><\/p>\n<p><span style=\"color: #000000;\">Rekomandimet e dh\u00ebna n\u00eb k\u00ebt\u00eb auditim jan\u00eb t\u00eb orientuar kah procesit dhe sistemit, duke qen\u00eb se vet auditimi sh\u00ebrben si gur kilometrik, t\u00eb asaj q\u00eb \u00e7far\u00eb \u00ebsht\u00eb arritur dhe ku konsistojn\u00eb problematikat. N\u00eb vija t\u00eb p\u00ebrgjithshme, nd\u00ebrmjet t\u00eb tjerave, KLSH ka \u00a0rekomanduar q\u00eb:<\/span><\/p>\n<p><span style=\"color: #000000;\">-Ministria e Sh\u00ebndet\u00ebsis\u00eb dhe Mbrojtjes Sociale t\u00eb marr\u00eb masa q\u00eb s\u00eb bashku me Ministrin\u00eb e Financave dhe Ekonomis\u00eb, INSTAT dhe aktor\u00ebt e tjer\u00eb t\u00eb p\u00ebrfshir\u00eb t\u00eb p\u00ebrcaktojn\u00eb metodologjin\u00eb e p\u00ebrllogaritjes s\u00eb vler\u00ebs s\u00eb minimumit jetik n\u00eb Shqip\u00ebri dhe p\u00ebrdit\u00ebsojn\u00eb at\u00eb periodikisht.<\/span><\/p>\n<p><span style=\"color: #000000;\">-Ministria e Sh\u00ebndet\u00ebsis\u00eb dhe Mbrojtjes Sociale t\u00eb hartoj\u00eb nj\u00eb studim p\u00ebr nxitjen e pun\u00ebsimit, i cili t\u00eb ket\u00eb n\u00eb fokus vet\u00ebm p\u00ebrfituesit e ndihm\u00ebs ekonomike dhe rritjen e mund\u00ebsive t\u00eb tyre p\u00ebr pun\u00ebsim.<\/span><\/p>\n<p><span style=\"color: #000000;\">-Ministria e Sh\u00ebndet\u00ebsis\u00eb dhe Mbrojtjes Sociale t\u00eb propozoj\u00eb plot\u00ebsimin e VKM nr. 956, dat\u00eb 7.12.2016 \u201cP\u00ebr p\u00ebrcaktimin e kritereve dhe t\u00eb detajeve t\u00eb formul\u00ebs s\u00eb unifikuar t\u00eb pik\u00ebzimit p\u00ebr p\u00ebrfitimin e ndihm\u00ebs ekonomike\u201d duke b\u00ebr\u00eb transparente Formul\u00ebn e Unifikuar t\u00eb Pik\u00ebzimit q\u00eb p\u00ebrcakton p\u00ebrfituesit e ndihm\u00ebs ekonomike, duke p\u00ebrfshir\u00eb peshat specifike q\u00eb vler\u00ebsojn\u00eb variablat dhe p\u00ebrqindjet e tyre.<\/span><\/p>\n<p><span style=\"color: #000000;\">-Struktura e auditit n\u00eb MSHMS t\u00eb identifikoj\u00eb dhe argumentoj\u00eb shkaqet e zgjatjes s\u00eb afatit p\u00ebr sistemin e pilotuar t\u00eb skem\u00ebs s\u00eb NE n\u00eb qarqet Tiran\u00eb, Durr\u00ebs dhe Elbasan dhe zbatimit n\u00eb nivel komb\u00ebtar t\u00eb skem\u00ebs s\u00eb reformuar, duke evidentuar strukturat p\u00ebrgjegj\u00ebse dhe efektet financiare.<\/span><\/p>\n<p><span style=\"color: #000000;\">-MSHMS, n\u00eb bashk\u00ebpunim me institucionet e lidhura, t\u00eb p\u00ebrcaktoj\u00eb nivelin real t\u00eb varf\u00ebris\u00eb n\u00eb vend, analizuar sipas nivelit t\u00eb \u00e7mimeve, shport\u00ebs s\u00eb konsumit, nivelit t\u00eb shpenzimeve dhe nivelit t\u00eb inflacionit, me q\u00ebllim p\u00ebr t\u00eb vler\u00ebsuar drejt\u00eb kontributin n\u00eb reduktim t\u00eb varf\u00ebris\u00eb dhe ruajtjes s\u00eb transparenc\u00ebs mbi shpenzimin e fondeve publike p\u00ebr reduktimin e saj.<\/span><\/p>\n<p><span style=\"color: #000000;\">-MSHMS, n\u00eb bashk\u00ebpunim me institucionet e var\u00ebsis\u00eb, t\u00eb nd\u00ebrtoj\u00eb dhe p\u00ebrdit\u00ebsoj\u00eb hart\u00ebn e varf\u00ebris\u00eb n\u00eb nivel komb\u00ebtar, n\u00eb nivel qarku dhe n\u00eb nivel NJQV, n\u00eb m\u00ebnyr\u00eb q\u00eb ulja fiktive e numrit t\u00eb familjeve t\u00eb varfra n\u00eb vend
