The procurement procedure worth around 7.5 million euros for the improvement of the State Treasury System has been appealed again to the Public Procurement Commission (PPC), returning one of the largest information technology tenders in public administration for review.
This procedure is probably among the earliest still in the appeals phase as its opening date is December 2024 and the first announcement of a winner was made in mid-2025.
Data published in the Commission's system shows that the recently filed complaint was registered in the "Other" category, while it was not classified as a complaint about the evaluation of bids or tender documentation that were previously exhausted as links.
The procedure is one of many appealed in the last two years and related to the National Agency for the Information Society (AKSHI). and was opened at the end of 2024.
What does the procedure in question provide?
The tender in question aims to modernize the Government Financial Information System (GFIS), the main platform for managing financial processes and the state treasury.
According to the procedure documents, the project envisages improving the hardware and software infrastructure, with the aim of increasing the performance, security and efficiency of the existing system.
One of the main components of the contract is the upgrade of the Oracle E-Business Suite platform from version R12 (12.1.3) to Oracle E-Business Suite R12 (12.2.13), in Albanian and English.
The project also includes migrating historical data, preserving all customizations and personalizations built into the current system, and integrating them into the upgraded version.
The technical documents require the supply, installation and configuration of the new hardware infrastructure, the preparation of technical and operational documentation, user training according to the “Train the Trainer” method, as well as full testing of the system before commissioning. The contract also includes post-implementation maintenance services.
According to the specifications published by the contracting authority earlier, the improved system must comply with legal requirements for the administration of state databases, guaranteeing the availability, integrity and confidentiality of information.
The project is planned to be implemented in several phases over an 18-month period.Monitor
