The appeal leaves the Chinese citizen described as "extremely dangerous" under "house arrest"

The Court of Appeal has made the decision regarding the security measure for the Chinese citizen Liangbin Chen arrested in July in Rinas for computer fraud.

Although the Chinese citizen has been described as "extremely dangerous" by Interpol, the court decided on the security measure for him "house arrest", after the Prosecution retreated from its position to take the Chinese to prison.

Earlier, his lawyer told the media that Chen's life is in danger and that Albania should not extradite him to China since his client left China in 2018 for ethnic and religious reasons.

Chen is wanted by China for defrauding about 140 million euros.

Hashtag.al announced this decision earlier this month, revealing his "ping-pong" in the court which has alarmed the Interpol authorities, after a judge in Tirana ordered that the most wanted man be placed under "house arrest" ” (Read here).

"We are worried because his transition to house arrest seems like a move similar to the case of Turkish drug trafficker Abdulselam Turgut in 2011, who escaped after the court's decision."- an Interpol source told Hashtag.al.

Hashtag learned that a judge, a lawyer and a forensic expert became part of this "game" in order for the defendant to be released in a state of freedom or under house arrest and the extradition decision to China cannot be executed, giving him him the possibility of escape.

The reason for this request is related to the health conditions of this citizen, wanting to show his "severe" health condition, this is an "artifice" to make it seem possible the health conditions required for the revocation of the personal insurance measure. This is where the forensic experts came into play, creating an expert report (click here) for the "severe" health condition.
