The Democratic Party has published the conclusions of the working group that was involved in drafting the proposals for changing the Territorial Reform.
According to the working draft, Albania should have a total of 95 asymmetric municipalities, from the 61 it has today.
So the proposal is to add 34 more local units.
While the new map will be at the Municipality and Region level.
In today's presentation, DP secretary Ylli Asllani with this draft "there is an option for Tirana different from other political forces. PD is for a metropolitan city, a Tirana with 14 small municipalities. And central politics will be played by the main municipality, which will be that of Tirana".
in Korçë there were 6 municipalities, the proposal is 10 municipalities, where Leskoviku, Vithkuq, Voskopoje and Pojan have been added.
in Vlore from 7 municipalities, 11 have been proposed, where Orikumi, Novosela, Vlora River (Amantia) and Ksamili have been added.
Berat from 7 municipalities to 9 municipalities, Shpiragu and Otllaku have been added.
in Iron 6 municipalities become 12 municipalities, Golem, Ardenicë, Levan, Cakran, Fratar are added.
in Elbasan 7 municipalities become 10 municipalities, Shpati, Bradasheshi are added.
in Tiranë 5 municipalities become 9 municipalities, Ndroqi, Petrela, Kashari, Dajti are added. Also, the 11 mini-municipalities will be transferred to the City Hall.
in Kurbin 1 municipality becomes 2 municipalities, Mamurrasi is added.
in Durrës from 3 to 4, Sukthi has been added.
in Kukes from 3 to 5 municipalities.
Draft of the DP Working Group:
The new territorial map of local units proposed by DP contains two levels of local government:
- City hall, first level.
- Region (District)
Municipalities:
- 95 Asymmetric municipality,
- There are 34 local units more than the current division of 61 Municipalities
- 50% of the central municipalities will cover, in addition to the functions of public and social and cultural services, also the service of transport and development of the territory for rural municipalities.
- 50% of other municipalities will have limited functions, mainly in the performance of public, agricultural works, cultural activities and social assistance and promotion of employment. They will delegate urban management functions to the central units on the basis of a cooperation contract.
Regarding the second level, DP adheres to the European concept of regions.
- It is prepared to offer its two options for the second level of local government.
- Creation of a new Regional division with 5 Regions.
- Tirana, the metropolitan capital with a central municipality and 14 municipalities with limited competences.

The objectives of the DP draft are:
- Increasing citizen representation in local self-government
- Shortening the distance of citizens with the institutions of local units and public services.
- Creation of asymmetric municipalities in functions and services, as well as in territorial planning.
- Doubling local finances through tax sharing and increased grants.
- The return of the elections of the heads and accountability in each administrative unit.
- Representation in the Municipal Council by an advisor of each administrative unit.
