Today, students return to school, but nothing is the same as before


Classes start today, but this year nothing will be the same. There will be no more hugs like on the first day of school, but students will be forced to stay away from each other, to respect the distance of 1.5 meters due to the pandemic.

Bouquets of flowers at the start of the new academic year will be replaced by thermometers and mandatory masks.

From March to June, students have been learning online due to the outbreak of the pandemic.

And for the first time after so many months, the lesson will resume in the school banks but with new rules, with some shifts and with reduced hours. 

The situation is made even more difficult by the fact that classes will not resume in some schools, because they were damaged by the November 26 earthquake and are still in the reconstruction phase. This has caused a load in some other schools, forced to hold lessons even with 4 shifts.

Yesterday, the Minister of Education, Besa Shahini, published a video wishing students success for the start of the new school year, while warning them to respect safety protocols.

"Tomorrow, dear students, is a big day for you. We have taken measures to ensure the best possible start to the new school year. You must follow the safety protocols against the coronavirus, so that we can isolate the Covid.
We have all the plans for this school year, no matter how the situation goes. I wish you much success and a successful school year". says Shahini in her message.


Meanwhile, this weekend, a form has circulated in the media, distributed by the Ministry of Education for school students who return to the learning process this Monday.

The form is composed of two parts, with the first asking minors to declare under their own responsibility that they have no family members affected by Covid-19 and that they are not personally affected by Covid-19.

The second part is dedicated to the student's parent who must declare that his child is not affected by Covid-19.

PLAN OF MEASURES AND REGULATIONS

ON ANTI-COVID-19 CARE AND MEASURES IN PRE-UNIVERSITY EDUCATIONAL STRUCTURES FOR THE 2020-2021 ACADEMIC YEAR

One of the important dimensions for the successful opening of schools remains the well-being and protection of children from the infection that brings the disease of COVID-19. For this reason, we recommend the following:

Care for the student

Entering and exiting the school premises

The schedule for the entry of students to the school is regulated according to a schedule drawn up by the school directorate and under the monitoring of the daily/weekly care teachers.

Students show up at school strictly respecting the schedule communicated by their tutor.

Students enter the school after lining up one by one, 2 meters apart.

The student who has similar symptoms or fever before coming to school, informs the tutor, who, in cooperation with the school or family doctor, verifies whether the student is sick or not.

Absence can only be excused by the family doctor.

The responsible person of the school staff, designated by the director, must carry out the assessment for each student as follows:

➢Measurement of temperature with a digital thermometer;

➢Spraying with 60% alcohol or other disinfectants on hands;

➢All students must be checked to be equipped with a single-use mask or textile face protection (mask) which must be washed at 60 degrees and ironed, as well as a tissue for nasal hygiene;

If possible, bathtubs/mats/sponges with disinfectant solution based on active chlorine can be placed for disinfecting the bottoms of the shoes before entering the school premises.

Students are not allowed to leave the building and return to it again during the day.

The school door will remain closed, while the windows of the classrooms where the learning process takes place will remain open to create the necessary ventilation inside them.

Only one entrance and one exit is allowed in the school building.

Leaving the school premises will be done according to the rules, maintaining the social and physical distance as above (not less than 1.5 meters), under the supervision of guardian teachers and other school employees. Direction of placement of children only in one direction or one direction, one after the other.

Students who do not comply with this regulation are treated with disciplinary measures by the Ethics and Conduct Committee.

Attitude and learning in classrooms

During the teaching process, the teacher stays in the classroom respecting the social and physical distance with other students and teachers, at 2 meters.

Inside the classroom, students sit one student at a desk, and the desks are at least 1.5 meters apart. In classes where this is not possible, students will be divided into other classes.

If the transport of students is carried out by dedicated or public means of transport, the mask must be worn during the entire time of transport (commuting) and these means must strictly comply with the guidelines for transport.

9-year-old lower cycle students are recommended to wear a mask during lessons.

9-year-old lower cycle students must wear a mask during activities outside of school hours in the school premises.

9-year-old and secondary students must wear a mask indoors and in all learning activities in the school premises.

Teachers ensure that everyone in the classroom is equipped with a mask and wears it regularly.

Students are prohibited from leaving the classroom during lessons except when they need to use the restrooms. In this case, the student must be accompanied.

When possible, learning is practiced in an open environment (schoolyard), respecting the distance and the above rules.

No food is allowed in the classroom.

Movements in the internal environments of the school

The movement of students in classrooms, laboratories, gymnasiums and corridors should be determined so that each area has the least number of individuals moving in it.

This means, for example, the students of class Iª will only enter the hall designated for students of this class, they will only use the toilet in the corridor where their class is located, without meeting for a moment with students of the classes others.

The rules for the movement of students must be posted in classrooms and corridors.

Standing in the corridors is not allowed.

Students must keep a minimum distance of at least 1.5 meters from each other when moving in the corridors.

In case of need, the student's communication with the leaders, the secretary and the teaching staff will be carried out through the responsible teacher of the floor, respecting the social and physical distance and the other rules defined above. It can also be through the phone or computer, when the student is not in the classroom.

Personal items unnecessary for the learning process will not be used.

Hygiene care

Students should be made aware and kept in constant communication about the importance of physical distancing and personal hygiene in the premises inside and outside the school, through sensitization messages distributed by the school's medical team and psycho-social service.

Students should be told daily about hygiene rules, hand washing, how to cough, sneeze and wear a mask.

Every student at school should wash their hands after any action that may pose a risk for the spread of the virus: touching the nose, eyes, mouth, etc.

Minimize touching the mask from time to time, take care to remove it from the back of the mask, and immediately wash your hands or use disinfectants at the end of this process.

The following must be provided by the educational structure: running water, liquid soap, paper for wiping hands and gel with 60% alcohol content, in all school premises.

During the stay in the school premises, every individual must wear a mask (according to the specification of the age group).

Windows should be kept open, or at least classrooms should be aired 5-6 times during class time.

Classes must have as many students as allow a distance of no less than 1.5 meters from one student to another. Face-to-face meetings and gatherings on school premises are prohibited.

If the student manifests a state of stress and anxiety, he turns to the psycho-social service of the school through the guardian teacher and the online "Psychologist's Corner" at the DRAP.

There should not be more students in a classroom or lab room than can stay in that environment, respecting social and physical distancing.

Activities in school, sports and artistic areas must be carried out in groups of no more than 10 people and maintaining physical distancing.

Posters on measures to prevent the infection of COVID-19 and posters with clear and simple messages should be displayed in all school premises.

Place special posters on how to wash hands and wear a mask.

At the entrance and exit of the school premises, it is recommended to place a disposable sanitizer in the form of a solution with an active alcohol content of 60%, which must be present at all times

Disinfection of every classroom, every day. After the end of the teaching process, clean the surfaces and furniture with disinfectants.

Disinfection of the internal and external environments of the school must be carried out after the teaching process 2 times a week

Only students or parents (in the case of primary school students) who will sign the regulation on the prevention of the spread of COVID-19 will be admitted to the school premises.

Before resuming learning in the school premises according to the new regulations for the prevention of the spread of COVID-19, students must fill in the Self-Declaration Form for their health situation and that of their family members, which serves to investigate in advance the possibility of a there was a COVID-19 infection.

Students who do not follow the rules are treated with caution according to the school rules.

Care for the teacher

The teacher arrives at the school at the time determined by the directorate, before the arrival of the students.

Daily/weekly care teachers arrive at the school at the time determined by the school directorate.

The school medical staff (school doctor/nurse), or school personnel designated by the director and trained for the following actions, performs the following procedure for each student:

Measure the temperature with a digital thermometer.

Sprays disinfectant solution with 70% alcohol content on the hands of students and staff.

Checks if every student is equipped with a mask.

The teacher wears a mask and disinfectant solutions during official hours.

During the lesson, the teacher stays in the classroom respecting the social and physical distance with the students.

The primary education teacher leaves the institution only when his class finishes the learning process.

The teacher of AMU and AML leaves the institution only with the approval of the school director.

Caring for support staff

The auxiliary personnel appear at the educational institution at the hours determined by the school directorate.

Sanitariums must keep the mask and disinfectant solutions throughout the working hours.

Corridors are cleaned every two hours.

Toilets are cleaned and disinfected every 30 minutes.

Chlorine is thrown into the water tanks that the school may have according to the relevant instructions every day.

Door and window handles of each classroom and work environment as well as stair railings and other places are cleaned and disinfected as often as possible.

Leaving the educational institution is done after the cleaning and disinfection of each of its surroundings.

Perform all tasks respecting social and physical distancing with students and teachers.

Institution guard/security officer

The appearance at the educational institution takes place at the time determined by the school directorate.

The security guard/officer must wear the mask, gloves and disinfectant solutions throughout the working hours.

The guard does not allow the presence of parents and any other individual inside the institution (with the exception of students and declared personnel of the educational institution).

Any request for communication with the head of the institution should be made through the contact number of the director or the management staff.

Perform all tasks respecting social and physical distancing with students and teachers and sanitary facilities.

Caring for the parent

Sign or confirm electronically to the teacher or guardian teacher this regulation.

Completes the daily self-declaration form with responsibility for the child's health condition at the contact number of the guardian teacher.

In case of need for communication with the teacher, the leader uses electronic communication and, in planned cases, face-to-face meetings.

In cases of accompanying the child/children to school, it does not enter the school environment for whatever reason it may present.

Caring for drivers

They set up working groups and draw up action plans for managing the situation, guaranteeing standards and respecting the rules defined in this regulation.

Monitor the equipment of students and staff with protective equipment, such as: mask, disinfectant gel for personal use (if possible).

Maintain contact, through electronic communication, with the local self-government unit, the child protection unit, the Public Health structures, the State Police and other law enforcement bodies for the progress of the learning process.

For any child who presents health problems, such as an increase in temperature, etc., or has a notification from a parent, has had contact with someone affected by COVID-19, as well as if the relevant parent is sick or has had contact with COVID -19 immediately informs the Local Health Care Unit (NJVKSH) and the relevant structure in these units.

For any teacher or other school personnel who presents health problems such as increase in temperature etc. or there is notification that he has had contact with someone affected by COVID-19, he immediately notifies the Local Health Care Unit (NJVKSH) and the relevant structure in these units.
